This RFI seeks to determine viable structures to contract within the scope and constraints described in this document, and not necessarily to contract a project with the earliest Commercial Operation Date (“COD”); although earlier CODs are preferred. For conventional CFE technologies, such as solar, wind, energy storage, etc, the deliveries must start on or before 1/1/2030. For long-lead development CFE technologies, such as enhanced geothermal systems, small nuclear reactors, etc, there is no hard cutoff date. All projects will be evaluated comprehensively in the future RFP including many other important factors beyond a projects' COD. Given the complexity of delivering a flat 8,760-hour product, a portfolio of resources will be considered. Please note, if you do not respond to this RFI, you may not be included in the subsequent RFP. Therefore, we encourage all market participants considering participation in the future RFP to submit their indicative offers and structures to this RFI.
