NOTICE OF REQUEST FOR PROPOSALS
FOR
COMMUNITY SUPPORTED AGRICULTURE (CSA)
PROGRAM OPERATION AT LUSCHER FARM

The City of Lake Oswego Parks & Recreation Department is seeking a qualified Community Supported Agricultural (CSA) farmer to design, build, plant, grow and harvest approximately 9 acres (with access to 12.7 acres, approximately 2-3 acres under cover crop) of organic vegetable produce on Luscher Farm. This would include breaking ground, tilling, soil preparation & maintenance, irrigation from the well to fields, planting, harvesting and distribution of CSA shares to program shareholders.

The City of Lake Oswego Parks & Recreation Department wishes to continue program offerings at Luscher Farm, of which the CSA program is one of the offerings, while still maintaining the historic designation of this farm site. It is our desire to continue the educational component of the farm through the continuation of an organic CSA which will promote greater understanding of the value of organic gardening, small community farming, and innovative use of public lands. The property has been actively worked through our existing CSA program since 2003, and the City seeks to contract with a farmer who has the expertise in all areas of organic farming to continue our offering.

Deadline for Submission of Proposal: 3:00PM., Wednesday, November 29, 2023.
Submissions received after this time will be considered non-responsive and will be returned without review.

Pre-Proposal Meeting and Site Visit (Optional): 10:00AM., Wednesday, November 15, 2023An Optional Pre-Proposal Meeting and Site Visit will be held at Luscher Farm, 125 Rosemont Road, West Linn, Oregon for persons interested in submitting a Proposal to become familiar with the Project. No statement made at the pre-proposal meeting and site visit shall alter the Scope of Work or solicitation process; any changes shall be issued by written addenda.

Obtain Request for Proposals:

  1. Email: Submit a request for the RFP by email to Project Manager Jamie Inglis, Community Events & Luscher Programming Supervisor at jinglis@lakeoswego.city; label subject line of email: “Request: Parks and Recreation CSA RFP 2024”, (email is not deemed submitted until receipt is confirmed).

  2. In Person: See the Parks and Recreation Dept front desk located at the Adult Community Center at 505 G. Ave, Lake Oswego, OR 97034 during regular business hours.

Submission of Proposal:
Proposals may be submitted to Jamie Inglis, Project Manager using one of the following methods:

Electronic Delivery: Submit proposal in PDF format to jinglis@lakeoswego.city and cc Dina Balogh dbalogh@lakeoswego.city . Label subject line of email: “Parks and Recreation CSA Proposal 2024”.

Attach your proposal (in pdf format) Note: Email is not deemed received until a confirmation reply email is received by the submitting contractor. It is the submitter’s responsibility to contact Jamie Inglis, at 503-675-3985 to assure receipt of proposal. The submitter is urged to submit the electronic proposal at least 2 business hours prior to the deadline for submission.

Mail or Delivery – to Submit proposal: Mail or deliver proposal, using easily recyclable materials along with one (1) electronic copy (in pdf format on a flash drive) to Jamie Inglis, PO Box 369, Lake Oswego, OR 97034. Submission shall be in a sealed envelope bearing the name and address of the proposer and the name of the project “Parks and Recreation CSA Proposal 2024”.

  • If mailed, mail to Jamie Inglis, City of Lake Oswego, P.O. Box 369, Lake Oswego, OR 97034. (Note: Mail is collected by the City from its US Post Office Box on city business days at approximately 8 a.m.; any mail not in the mail box at the time of collection is not deemed received until the next business day’s collection.)

  • If delivered, deliver to Jamie Inglis, Community Events & Luscher Programming Supervisor Parks & Recreation, City of Lake Oswego, 505 G Ave, Lake Oswego, OR 97034. during regular business hours.

Proposers opting for delivery or mail should allow appropriate delivery or mail time to ensure timely receipt of their proposals, and assume the risk of late delivery.

Proposals must conform to all instructions outlined in the RFP. The City may reject any proposal not in compliance with all prescribed solicitation procedures and requirements and other applicable law and may reject any or all proposals in whole or in part when the cancellation or rejection is in the best interest of the City, and at no cost to the City.
