SCOPE OF WORK: The City intends to decommission ten (10) underground injection controls (UICs) that receive municipal stormwater. The work is primarily retrofitting seven (7) drywells into manholes, removing one (1) drywell, and abandoning one (1) drywell, and one (1) infiltration trench in place.

COMPLETION: Project Substantial Completion shall be June 21, 2024, and Project Final Completion shall be July 22, 2024.

PUBLIC WORKS/PUBLIC IMPROVEMENT PROJECT. This project is subject to Oregon minimum wage rate requirements of ORS 279C.800 through 279C.870.

HOW TO SUBMIT A BID: Bids shall be submitted by ELECTRONIC MEANS ONLY and must be received up to the Bid Closing Time. To submit electronic (PDF) bids, a bidder must accurately complete the required fields and upload bid forms at:

Once submitted, the Bidder will receive an automated email confirmation. Bidder may also verify receipt by phone: 503.675.3999. Bids will not be accepted after the Bid closing time. Bidders are encouraged to submit bids early.

Bidders must submit a Bid Security to the City along with their Bid in an amount equal to ten percent.

BID OPENING: The bids shall be publicly opened at 2:30 p.m., local time, March 12, 2024. The Bid Opening will be accessible to the public online or telephone conference. The City will investigate and determine the qualification of the apparent successful Bidder as part of its evaluation of the responsive Bid with the highest points. See Special Provisions section 00120 – Bidding Requirements and Procedures.

Because the City’s estimate of the contract value is $100,000 or greater, Bidders must submit a First Tier Subcontractor Disclosure Form, provided in the Bid Documents, to the City no later than 4:30 pm local time on the date for the receipt of Bids. The First Tier Subcontractor Disclosure Form shall be submitted electronically to the same link as the Bid.

QUESTIONS/CLARIFICATION: Questions about meaning or intent of the Bid Documents shall be submitted to the Project Manager, Sonja Johnson, by email at sjohnson@lakeoswego.city no later than seven (7) days prior to Bid Closing Time.
