Notice is hereby given that the City of West Linn, will receive Statements of Qualifications until 2:00 p.m. January 17, 2024 in the Office of Public Works, Engineering Division, 22500 Salamo Road, West Linn, Oregon 97068 for the following:

WATER LINE REPLACEMENT DESIGN

CITY OF WEST LINN, OREGON

The City of West Linn is seeking Statements of Qualifications from experienced firms to provide professional engineering design services for the City’s water line replacement design project.

This request for qualifications shall be used to compile a list of interested and qualified firms who will be ranked in accordance with procedures as outlined in this document and the City’s Local Contracting Rules. Qualified firm(s) selected will negotiate compensation requirements upon completion of the qualifications based selection of candidates. Do not include any price or cost considerations with this Statement of Qualifications (SOQ).

Project details and SOQ submittal requirements may be viewed at no cost through the City of West Linn’s website at http://bids.westlinnoregon.gov/ . If you wish to receive any future addenda for this project please login to the City’s bid management website and add your company to the plan holders list. Questions must also be submitted through the website.

The City may reject any proposal not in compliance with all prescribed public bidding procedures and requirements and may reject for good cause any or all proposals upon determination of the City it is in the public interest to do so. Proposers are required to certify non-discrimination in employment practices and identify resident status as defined in ORS 279A.120. All proposers are required to comply with the provisions of Oregon Revised Statutes and Local Contract Review Board Policy.

Statements of Qualifications must be received electronically via email to the Public Works Director/City Engineer, Erich Lais P.E., at elais@westlinnoregon.gov on or before 2:00 p.m. on January 17, 2024. No late responses, incomplete responses, hardcopy, or faxed materials will be accepted.

Questions for this RFP
Answer:
Firms responding should have land surveying capabilities, or the ability to partner with a land surveyor, as surveying services will not be provided by the City.
Answer:
Yes. The City is planning to construct segments of waterline associated with this design during the summer of 2024.
Answer:
Yes. The City is open to utility potholing during the design.
Answer:
Yes. This project is a City funded Capital Improvement Project.
Answer:
The chosen consultant will be responsible for any utility coordination during the design of the project.
Answer:
No. The waterline improvements will be the only City utility projects performed under this design/construction work.
Answer:
Yes. The chosen consultant will be leading the agency/permitting coordination on the project.
Answer:
The consultant will be responsible for preparing basic traffic control plans as part of the plan deliverables for the various waterline segments. The selected contractor(s) will be responsible for detailed traffic control plans, to be reviewed and approved by the design team, for construction.
Answer:
Based on past excavation projects in the City, encountering boulders/rocks should be anticipated during the construction phase.
Answer:
Minor public involvement is anticipated. The full extent is not currently known, but should mainly focus on impacts to residents during construction and anticipated construction schedules.
