Oregon State University intends to contract for measurement of seawater isotopes from Woods Hole Group Inc as a sole source because of the uniqueness (design, capability, nature) of the services and the vendor being the only supplier of the services. OSU has the need to procure the measurement of 5 stable noble gases and the isotopes of helium-3 and helium-4. Measurements must be taken by extracting samples from cold welded tubes and all 5 gases must be collected simultaneously. To insure integrity, all samples and elements must be collected by the same lab. An entity may appeal this determination in accordance with OSU Standard 03-010.
