Oregon State University intends to contract for the provision of animal diagnostic testing and surveillance from Trace First, INC as a sole source because of the uniqueness (design, capability, nature) of the goods and/or services and the contractor being the single provider of the goods and/or services. OSU requires the company have the capability of sending results via HL7 messaging without a secondary middleware product essential during a disease outbreak. An entity may appeal this determination in accordance with OSU Standard 03-010. Section 5.17 no later than the closing date indicated on the website.
