Oregon State University intends to contract for the provision of a noncredit certificate program in professional fundraising from PACE as a sole source because of the uniqueness (design, capability, nature) of the services and the contractor being the only provider able to meet critical parameters to support research and/or business needs of the university. Program facilitator must fully manage services including curriculum development and course maintenance/updates, learning management system provisioning, learner enrollment, grading, certificate issuance. An entity may appeal this determination in accordance with OSU Standard 03-010. Section 5.17 no later than the closing date indicated on the website.
