Oregon State University intends to contract for the provision of a trace metal clean water column sampler from Sea Bird Electronics as a sole source because of the uniqueness (design, capability, nature) of the goods and the contractor being the single provider of the goods. System must allow trace metal modified x-Niskins from Ocean Test Equipment to be mounted and dismounted for every cast, must be built with all non-conducting metal parts, so aluminum or titanium, with epoxy coatings to protect samples from contamination and include an Auto Fire Module to allow deployment from a non-metallic line, and includes depth profiling sensors in titanium housings for measuring core water column parameters (temperature, conductivity/salinity, and fluorescence) to sufficient depth (at least 6,000 m) An entity may appeal this determination in accordance with OSU Standard 03-010.
