Oregon State University intends to contract for the purchase of dissolved oxygen sensors from Lowell Instruments as a sole source because of the uniqueness (design, capability, nature) of the goods and the goods being compatible with existing equipment. Sensors must be DOT-2 Deck Data Hub Dissolved Oxygen, Temperature Wireless Sensor, 100 m depth rating and compatible with Deck Data Hubs that receive data from the DOT-2 sensor and transmits them via cellular network to our cloud-based data storage node. The sensors must be deployable in commercial crab pots, measure dissolved oxygen through stable optical methods, measure seawater temperature, survivable to 100m depth and has low powered bluetooth data transfer capability. It must also communicate wirelessly to the controlling deck data hub via Lowell Instruments proprietary code and chipset. An entity may appeal this determination in accordance with OSU Standard 03-010. Section 5.17 no later than the closing date indicated on the website.
