Oregon State University intends to contract for a web application providing guided mentor/student recruitment, data analytics, real-time monitoring of relationship progress and training and student-mentor matching with Shearwater International as a sole source because of the uniqueness (design, capability, nature) of the goods and/or services and based on the supplier being the single provider of the goods and/or services.
