Oregon State University intends to contract for proposal writing for COE CorMic Phase 2 submission with Donn Forbes as a sole source because of the uniqueness (design, capability, nature) of the services and the contractor being the only provider able to meet critical parameters or timeframes to support research and/or business needs of the university. The consultant must have experience coordinating multi-million dollar proposal efforts, knowledge in the semiconductor industry, understanding of the federal Chips and Science Act and the availability to consult and submit within 5 weeks. An entity may appeal this determination in accordance with OSU Standard 03-010. Section 5.17 no later than the closing date indicated on the website.
