Oregon State University intends to contract for the provision of a custom comprehensive tutoring program from Sarah Paul LLC as a sole source because of the uniqueness (design, capability, nature) of the services and the contractor being the only provider able to meet critical parameters to support research and/or business needs of the university. Supplier must have highly trained reading specialists, dyslexia and reading tutors, expertise in dyslexia and the science of reading, be skilled in leading professional development in those areas, dyslexia curriculum and content creation, and expertise in Portland Public Schools curriculum. An entity may appeal this determination in accordance with OSU Standard 03-010. Section 5.17 no later than the closing date indicated on the website.
