Oregon State University intends to contract for consulting work on the potential impact of manipulating seawater alkalinity via electrolysis of seawater with mineral buffering of the acidic half-cell with Pacific Energy Ventures as a sole source because of the uniqueness (design, capability, nature) of the services and the contractor being the only provider able to meet critical parameters or timeframes to support research and/or business needs of the university. The consultant must have expertise in the advancement of new marine technologies and executing successful regulatory strategies to secure the necessary State and Federal authorizations for new projects. An entity may appeal this determination in accordance with OSU Standard 03-010. Section 5.17 no later than the closing date indicated on the website.
