Oregon State University intends to contract for the provision of a PICA GPS-UHF transmitter from Vertebrate Systems LLC as a sole source because of the uniqueness (design, capability, nature) of the goods and the goods being compatible with existing equipment. Units must be compatible with existing size of product owned by OSU. Units must be solar-powered and remotely downloadable. Size must be compatible with attaching a GPS to standard VHF necklace style sage-grouse collars. An entity may appeal this determination in accordance with OSU Standard 03-010.
