In July 2020 and at the request of downtown businesses, the City of Beaverton (City) closed one block of 1st Street within the Restaurant Row area of downtown Beaverton to create a public seating plaza, allowing customers from any downtown restaurant to bring take-out, including closed containers of alcohol, and enjoy outdoor seating in a safe space. Many downtown restaurants at the time had chosen not to open their restaurants during the pandemic for anything but takeout, which severely limited their ability to survive. Hence, the City developed the 1st Street Dining Commons (Commons).

At the time of launch in summer 2020, the City contracted with Commons-adjacent business Lionheart Coffee Company (Lionheart) to act as temporary operator of the space, managing table and chair rentals, cleaning tables regularly, etc. The Commons has enjoyed widespread support among residents, visitors and businesses in downtown Beaverton. The Beaverton Urban Renewal Area (BURA) board recently approved keeping the Commons active through this winter and spring by providing operating funds through June 20, 2022. After almost a year and a half in what was to be a temporary role, Lionheart is no longer interested in operating the Commons and therefore a new operator (Operator) is needed.

BURA is seeking proposals from entities interested in managing the operations of 1st Street Dining Commons from February 1, 2022, through June 30, 2022 with the option of extending the duration for up to one year, June 30, 2023, should budget be allocated.
