The Behavioral Health Workforce Initiative (BHWi) was created through House Bills 4071 (2022) and 2949 (2021). This legislation requires the Oregon Health Authority (OHA) to provide grants that provide supervised clinical experience to associates or other clinicians who have the necessary education but who need supervised clinical experience to obtain a license to practice.

This solicitation intends to provide financial awards to expand clinical supervision for behavioral health providers working toward licensure. The distribution of this funding, which is subject to OHA receiving appropriations, limitations, allotments, or other expenditure authority of a sufficient amount for the 2023-2025 biennium, would provide up to $4.1 million for public/private non-profit and public/private for-profit organizations that provide direct behavioral health care services.
OHA, on behalf of the State of Oregon, encourages applicants to request the amount appropriate for the needs at their practice site(s). No single award will be made in excess of:
a) $400,000 to qualified applicant organizations
b) $180,000 to any single clinical supervisor
