Opportunity Summary
The State of Oregon, acting by and through the Oregon Health Authority, Health Systems Division (Agency) is issuing this Request for Proposal (RFP) from qualified Proposers to provide statewide Independent Qualified Agent (IQA) services, services coordination (SC), and other review activities to:
- Individuals diagnosed with serious and persistent mental illness (SPMI) (also defined as "person with chronic mental illness" in ORS 426.495(c)(B)), or
- Individuals with a qualifying mental illness (defined in discrete program or service requirements) who apply for or are receiving certain Behavioral Health (BH) program(s) and services.
These BH programs and services may be funded using Title XIX Medicaid dollars, State General Fund (GF), or other funding sources.
Individuals and Recipients, BH programs, and services included in this RFP are:
- 1915(i) Home and Community-Based Services (HCBS) State Plan Amendment (1915(i) HCBS);
- Behavioral Health residential services for Title XIX Medicaid-eligible Recipients (Non-1915(i) HCBS);
- Behavioral Health Personal Care Attendant Program (State Plan Personal Care (SPPC));
- Recipients diagnosed with SPMI transitioning from Oregon State Hospital (OSH), including OSH Continued Stay Reviews;
- Recipients entering in to or exiting from Secure Residential Treatment Facilities (SRTF), including SRTF Continued Stay Reviews;
- Transition Age Youth (TAY) age 17.5 until age 26 with qualifying mental illness;
- Crisis Respite;
- Behavioral Health residential services for Title XIX Medicaid-eligible Recipients (Non-1915(i) HCBS);
- Behavioral Health residential services for Recipients not eligible for Title XIX Medicaid.
Agency expects to award a single contract for the period July 1, 2019 through June 30, 2022 (Contract), with options to renew up to a maximum of five years from July 1, 2019.
