Opportunity Summary
INTRODUCTION

The State of Oregon, acting by and through the Oregon State Lottery Commission, ("Lottery"), is issuing this Request for Proposal for a cloud-based Information Technology Service Management ("ITSM") solution, implementation, support, and maintenance services.

In February 2020 Lottery issued RFP #13015 ITSM SOLUTION AND IMPLEMENTATION SERVICES. Due to Environmental Factors, namely the novel coronavirus, in March 2020 RFP #13015 RFP was suspended. The issuance of RFP #13015-1 represents Lottery's re-solicitation for an ITSM Solution and Services and replaces RFP #13015. Because a Pre-proposal conference was held, and questions were gathered for RFP #13015, Attachment R7 Responses to prior Q and A contains Lottery's responses to those questions.

The Lottery is in the process of modernizing its business applications. An initial step in this process is to implement an ITSM solution that will enable Lottery to move away from an open-source tracking system with limited functionality to a single integrated ITSM solution. This solution will assist Lottery's Information Technology department to move towards greater organizational maturity in ITSM through thoughtful adoption of Information Technology Infrastructure Library ("ITIL?") best practices.

Additional details on the Scope of the goods, services, or both are included in the ITSM Solution Capabilities, Requirements, and Scope of Services in Section 3.

Lottery anticipates the award of one SAAS/Hosted Solution Planning, Implementation, Support, and Maintenance Master Agreement ("Master Agreement") together with an Initial Transaction Document (defined in Attachment R5-Sample Master Agreement Section 1.2. Lottery has provided a sample Initial Transaction Document as Attachment R6) from this RFP based on a determination of Best Value (defined in Section 2.2). Lottery may wish to procure additional Services, Deliverables, or both with multiple contracts ("Transaction Documents") throughout the term of the Master Agreement. Lottery does not guarantee the number or value of the Transaction Documents it will enter into under this Master Agreement.

The Lottery is seeking a multi-year Master Agreement and intends to execute additional Transaction Documents with the successful Proposer over the course of its use of the ITSM solution to provide additional solution, implementation, support, and maintenance services.

The initial term of the Master Agreement is anticipated to be 5 years with options to renew for additional terms. Lottery may at its discretion negotiate and increase the initial term should it be determined it is in the best interests of the Lottery.

ENVIRONMENTAL FACTORS THAT MAY IMPACT THIS PROCUREMENT
At the time of the release of this RFP the Lottery is facing an economic hardship due to the COVID-19 epidemic. This project is approved and on the Lottery's Roadmap and the budget for this project is anticipated to be approved by the Oregon State Lottery Commission in the upcoming July 2020 through June 2021 fiscal year budget. If the budget for this project is not approved by the Lottery Commission Lottery may issue a Addendum to reduce the scope of the project and reserves its rights to cancel the RFP under Section 8.4 of this RFP.
