The purpose of this Invitation to Bid ("ITB") is to establish a Contract between the State of Oregon acting by and through the Department of Administrative Services Procurement Services ("DASPS") for the benefit of the Oregon Department of Fish and Wildlife ("ODFW") and a contractor for the complete construction of a new approximately 1140 square feet employee residence at the Klamath Falls Wildlife Area. The Work contemplated under this Contract includes all labor, materials, transportation, equipment, permits, and services for, and incidental to, the completion of all Work in connection with the project described in the Contract Documents. The Work will take place in Klamath County, Oregon. PROJECT DESCRIPTION:
Contractor shall provide all necessary expertise, labor, equipment, materials, incidentals, and permits required to complete construction of a new residence in the Klamath Wildlife Area as described in solicitation document, #DASPS-1515-19. The new residence will be approximately 1140 square feet. Contractor shall complete all work contained in construction and Contract documents. Contractor shall apply, and pay for any/all Federal, State, County, or City permits associated with the Building Structural, Mechanical, Plumbing, Electrical, and any SDC fees, etc. that may apply. MANDATORY PRE-BID CONFERENCE:
A mandatory pre-bid conference will be held on June 19, 2019 AT 11:00 AM (PT), located on site at the Klamath Wildlife Area, 1850 Miller Island Road W. Klamath Falls, Oregon 97603. BIDDERS ARRIVING AFTER THE CONFERENCE HAS STARTED WILL NOT BE ADMITTED.
Any statements made at this conference will not change the Plans, Specifications or other Contract Documents unless an Addendum has been issued from DASPS and advertised on the ORPIN System.
BIDDERS OR THEIR REPRESENTATIVE ARE REQUIRED TO ATTEND THE MANDATORY PRE-BID CONFERENCE. BIDS WILL ONLY BE EVALUATED FROM BIDDERS OR THEIR REPRESENTATIVE WHO REGISTERED AND ATTENDED THE ENTIRE MANDATORY PRE-BID CONFERENCE, AND ALL OTHER BIDS WILL BE CONSIDERED NON-RESPONSIVE. PROJECT ESTIMATE:
The following is a project estimate for bonding purposes: $225,000 - $235,000.00 PREVAILING WAGE RATE:
Prevailing wage rates apply. (BOLI), Region 11, Klamath County PROJECT COMPLETION DATES:
PROJECT START DATE: 7 calendar days from issuance of Notice to Proceed.
SUBSTANTIAL COMPLETION: No later than December 25, 2019
FINAL COMPLETION: No later than December 30, 2019 LIQUIDATED DAMAGES
Liquidated damages of $500 per day will apply to the contract resulting from this ITB. (See Exhibit 5 for detailed information) SINGLE POINT OF CONTACT (SPC):
