The purchase is made pursuant to City of Eugene Administrative Rule 44-23-01-F, Oregon Revised Statutes 279A.220, and OAR 137-046-0430. The League of Oregon Cities conducted a competitive request for proposals process on behalf of National Purchasing Partners Government Division NPPGov resulting in a contract allowing cooperative procurements.
