Summary

Sealed proposals (“Bid”) for the 2024 CURED-IN-PLACE PIPE PROJECT will be received by the City of Tualatin (County of Washington, State of Oregon) until 2:00 pm (local time), January 23rd 2024, (“Bid Closing”) at City of Tualatin City Offices, 10699 SW Herman RD, Tualatin Oregon 97062. Pam Nold is the person designated to receive bids. Bids will not be received after such date and time.

Bids will be publicly opened and read aloud ("Bid Opening") immediately following the bid closing deadline.

The First-Tier Subcontractor Disclosure form will be received at the location given for the receipt of the bid until 4:00 pm (local time), January 23rd 2024. Instructions for providing the First-Tier Subcontractor Disclosure and the required disclosure form are included in the Contract Documents. The disclosure form shall be submitted no later than two working hours, including lunch hours, after the Bid Closing. THE CITY WILL REJECT A BID IF THE BIDDER FAILS TO SUBMIT THE DISCLOSURE FORM WITH THIS INFORMATION BY THE STATED DEADLINE.

IDENTIFICATION OF PROJECT: Major items of work consist of the rehabilitation of approximately 3,447’ LF of existing 8” sewer mains using cured-in-place-pipe (CIPP), reinstatement of 34 laterals, and related work.

Contract Documents, including plans and specifications, may be obtained and examined at https://bids.tualatinoregon.gov/ by joining the plan holders list on the City of Tualatin Bid Management System.

CONTRACT TIME: All work must be completed by April 30th, 2024, or within 21 calendar days from the commencement of the Contractor's work, whichever is earlier.

The City of Tualatin will investigate and determine the qualifications of the apparent low bidder prior to awarding the contract. The City reserves the right to reject any bid not in compliance with all of the prescribed public bidding procedures and requirements, and may reject all bids, if it is in the public interest to do so.

OTHER BID REQUIREMENTS: No proposal for a construction contract shall be received or considered by the City unless the firm is registered with the Construction Contractors Board or is licensed by the State Landscape Contractors Board, as applicable, as specified in OAR 137- 049-0230.

Proposals must be made upon the Proposal form bound in the Contract Documents and must be accompanied by a certified check or proposal bond payable to the City of Tualatin (County of Washington, State of Oregon) in an amount not less than ten percent (10%) of the total amount of the bid.

This is a contract for a public work, subject to ORS 279C.800 to 279C.870 and prevailing wage is required. Contractor must comply fully with the provisions of ORS 279C.800 through 279C.870. The Contractor must pay workers at not less than the specified minimum hourly rate of wage as provided in the Oregon Bureau of Labor and Industries (BOLI) publication titled "Prevailing Wage Rates for Public Works Contracts in Oregon”, which is incorporated herein by reference. Every subcontract must contain a provision requiring payment of prevailing wage pursuant to the provisions of ORS 279C.800 through 279C.870. Contractor and all subcontractors must file or cause to be filed the certified statements with the BOLI, as provided in ORS 279C.845. The state prevailing wage rates as of July 5, 2023, as published by the Oregon Bureau of Labor and Industries are incorporated by reference.

The bid must indicate whether the contractor is a resident contractor, as defined in ORS 279A.120.

Notice is hereby given that the work site contains permit-required confined spaces and that permit space entry is allowed only through compliance with a permit space program meeting the requirements of OAR Chapter 437 – Department of Insurance and Finance, 1919.146 Permit- Required Confined Spaces and/or the requirements of OAR 437, Division 3 Construction, whichever applies. Permit spaces on the work site may consist of, but not be limited to, manholes and trenches. The contractor shall provide written documentation, after award, regarding the permit space program the contractor will follow.

The Bidder shall deliver as part of the bid a written certification that the Bidder has not discriminated and will not discriminate against minority, women or emerging small business enterprises in obtaining any required subcontracts. Failure to do so shall be grounds for disqualification.

RIGHT OF REJECTION: The City of Tualatin reserves the right to reject any bid not in compliance with all prescribed public procedures and requirements, and may reject for good cause any or all bids upon a finding that it is in the public interest to do so. Bids cannot be withdrawn within thirty days (30) after the Bid Closing.

BIDDER QUESTIONS: The City will receive questions related to the bid prior to the bid opening date and time.

WRITTEN ADDENDA: The City reserves the right to make changes to the Invitation to Bid and the Contract Documents by written addenda prior to the Bid Closing. Addenda shall be made available to all contractors who have joined the plan holders list on the City of Tualatin Bid Management System, as provided in the Contract Documents.
