INVITATION TO BID

FOR

STANLEY TANK RESERVOIR IMPROVEMENT PROJECT

Bid Opening: Sealed Bids will be received electronically by the City of Milwaukie (“City”) until 2:00 pm, December 6, 2023. Scanned bid shall be emailed to Public Works Director Peter Passarelli at passarellip@milwaukioregon.gov on or before the above bid date and time. No hard copies or faxed quotes will be accepted or considered. Bids will be publicly opened using online meeting software. A link to the online bid opening will be provided to prospective bidders in an addendum, and the opening procedure will be recorded. First-Tier Subcontractor Disclosure Statements must be submitted by email to passarellip@milwaukieoregon.gov no more than two (2) working hours after the bid submission deadline.

The proposed project is located at 11800 SE Stanley Ave, Milwaukie, OR 97222 and consists of the following base work:

  • Removal of existing exterior coating with heavy metal containment, abatement & disposal
  • Coating exterior of tank with new epoxy/polyurethane system;
  • Removal of existing interior coating and painting of tank interior with 3-coat epoxy system;
  • Structural repairs including miscellaneous chipping and grinding, seam sealing, grout repair, rafter repair, and foundation repair;
  • Replacement of existing 24-inch diameter shell hatch with a 30-inch diameter hatch;
  • Installation of clog-resistant vent;
  • Installation of flexible connections at tank inlet and outlet pipes;
  • Relocation of tank overflow pipe to exterior of the tank;
  • Modification of existing drainage piping; and
  • Ladder modifications including replacing the exterior ladder, installing a safe-climbing device on the new exterior ladder, removal of the exterior ladder safety cage, and modification of platform safety rails;
  • Installation of tank mixing system.

The following alternate work will also be considered:

  • Installation of cathodic protection system.

Program Funding: The funding for this project is provided using federal dollars received by the City through the American Rescue Plan Act of 2021 (Federal Award #1505-0271; CFDA #21.027). Prospective contractors will be required to comply with all applicable federal laws, regulations, and requirements.

Documents: Digital copies of the Bid Documents may be downloaded and examined at http://bids.milwaukieoregon.gov/ . Interested parties will need to create a free login account to view contract documents. The account will be used to notify plan holders of any addenda throughout the bidding process.

Pre-Bid Conference: A pre-bid conference will be held at 10:00 AM on November 7, 2023, at 11800 Stanley Ave, Milwaukie, OR 97222.

Oregon Public Contracting Law: Bidders are required to comply with applicable bidding and contracting procedures and regulations. The provisions of the Davis-Bacon Act (40 U.S.C. 3141 et seq.) apply to this federally-funded public improvement project. The work is a public works project subject to ORS 279C.800 to 279C.870.

Bid Security: Each bid must contain a statement as to whether the bidder is a resident bidder, as defined in ORS 279.029. Each bid must be submitted on the prescribed form and accompanied by a Surety bond, irrevocable letter of credit issued by an insured institution as defined in ORS 706.008, or security in the form of a certified check or cashier’s check made payable to the City of Milwaukie in an amount equal to ten percent (10%) of the bid amount.

City’s Reservations: The City reserves the right to reject any or all bids for good cause, reject any or all bids upon a finding by the City that it is in the public interest to do so, or to accept that lowest bid. Bids may be held by the City for a period not to exceed sixty (60) days from the date bids are due for the purpose of reviewing Bid Documents and investigating qualifications of bidders.

Design Firm: The City contracted with Water Systems Consulting, Inc. (“Engineer”) to develop the bid documents and assist with construction administration.
