Bids due 2:00 pm – November 1, 2023

Sealed bids for ADA Ramp Improvements Project will be received electronically at the City of Milwaukie (“City”) Engineering Department email address, Engineering@milwaukieoregon.gov , until 2:00 p.m. on November 1, 2023, at which time the sealed bids will be publicly opened and read. Bids received after 2:00 p.m. will not be considered.

The work includes providing all labor, materials, machinery, tools, equipment and other means of construction necessary and incidental to the completion of the work shown on the plans and described in specifications including, but not necessarily limited to the following:

Replacement, upgrades, and new installation of sidewalk and 29 curb ramps to be field fitted.

All work is to be completed by March 28, 2024.

The Contract Documents may be examined at http://bids.milwaukieoregon.gov/ . Interested parties will need to create a free login account to view contract documents. The account will be used to notify plan holders of any addenda throughout the bidding process.

All bids shall be submitted on the furnished Bid Submission Packet in a sealed envelope plainly identifying the project name, project number, bid opening time and date, bidder’s name, and contractor’s license number. Sealed bids shall be addressed to City of Milwaukie, Engineering Department, 10501 SE Main Street, Milwaukie, OR 97222. All bids shall be submitted in the prescribed form and said manner as indicated in the Information for Bidders. Bids shall be accompanied by a certified check, cashier’s check, or bid bond executed in favor of the City of Milwaukie in an amount of ten percent (10%) of the total bid amount. Bidders shall be pre-qualified with the Oregon Department of Transportation, in the Class of Work as appropriate prior to the public opening and reading of the bids.

The Engineers Estimate ranges from $183,271 to $213,816.

No bid will be considered unless the bid contains, or is accompanied by, a statement by the bidder that the provisions required by ORS 279C.838 or ORS 279C.840, as applicable, pertaining to prevailing wages, shall be included as part of the Contract.

State of Oregon Prevailing Wage:

Prevailing Wage Rates requirements apply to this Project because the maximum compensation for all Owner-contracted Work is more than $50,000. Contractor and all subcontractors shall comply with the provisions of ORS 279C.800 through 279C.870, relative to Prevailing Wage Rates. The Bureau of Labor and Industries (“BOLI”) wage rates and requirements set forth in the following BOLI booklet (and any listed amendments to that booklet), which are incorporated herein by reference, apply to the Work authorized under this Agreement:

The Work will take place in Clackamas County, Oregon.

NOTE 1: Contractors are required to pay the higher wage classification between State (“BOLI”) and Federal (Davis-Bacon) for all Community Development Block Grant (“CDBG”) funded projects.

Federal Prevailing Wage Rates:

Prevailing Wage Rates requirements apply to this Project because the maximum compensation for all Owner-contracted Work is more than $2,000. Contractor and all subcontractors shall comply with the provisions of the David-Bacon Act (40 U.S.C. 3141 et seq).

PREVAILING WAGE RATES for BUILDING shall be used for Clackamas County, December 22, 2022, Modification 6, Type: Residential, which can be downloaded at the following web address: SAM.gov

If the Davis-Bacon Prevailing Wage Rates change 10 days before the Bid Opening Date, Clackamas County Community Development Division will issue an Addendum providing the new wage rates.
