INVITATION TO BID

FOR

PUBLIC SAFETY BUILDING SEISMIC UPGRADES

Bid Opening: Sealed bids will be received electronically by the City of Milwaukie (City) until 2:00 pm, January 4th, 2024. Scanned bids shall be emailed to Public Works Director Peter Passarelli and Development Project Manager Mandy Byrd emails at passarellip@milwaukioregon.gov and byrdm@milwaukieoregon.gov on or before the above bid due date and time. No hard copies or faxed quotes will be considered. Bids will be publicly opened using online meeting software. A link to the online bid opening will be provided to prospective bidders in an addendum, and the opening procedure will be recorded. First-Tier Subcontractor Disclosure Statements must be submitted by email to passarellip@milwaukieoregon.gov no later than 4:00 PM on the due date of bid submission.

The proposed project is located at the City’s Public Safety Building, 3200 SE Harrison St, Milwaukie, OR 97222 which includes furnishing all labor, materials, and equipment necessary for the following work:

  • Seismic retrofit of select Concrete Masonry Unit (CMU) walls using a fiber-reinforced polymer (FRP) system
  • Seismic retrofit of select CMU wall-to-2nd floor connections using an (FRP) system
  • Seismic retrofit of select CMU wall-to-roof connections using structural steel framing and post-installed anchors.
  • Seismic retrofit of existing equipment, furnishings, decorative features, and other tall elements susceptible to overturning during a seismic event by providing adequate restraint to the existing walls and/or floors.
  • Seismic retrofit of mechanical and electrical elements susceptible to overturning during a seismic event by providing external restraint to the existing walls and/or floors.
  • Seismic retrofit of four (4) wall-mounted transformers in the Apparatus Bay by providing lateral bracing.
  • Seismic retrofit of a radiant heat system in the Apparatus Bay by providing lateral bracing.
  • Seismic retrofit of mechanical, electrical, and plumbing equipment exceeding 75 pounds located in-line with ducts or pipes by providing independent lateral bracing.
  • Seismic retrofit of unbraced gas pipes by providing lateral sway bracing.
  • Replace rooftop bearing pipe supports to include pipe clamps.
  • Seismic retrofit of existing suspended acoustical tile ceilings by providing conforming perimeter closure angles at minimum 50% of the enclosing walls.
  • Replace six (6) existing overhead doors with drift-compatible systems.
  • Seismic retrofit of a 32-foot-long region of exterior CMU screening wall located near the existing generator by providing out-of-plane wall bracing.
  • Restoration of removed roofing, walls, ceiling, and finishes to match existing.

Program Funding: The funding for this project is provided in part using state grant dollars received by the City through the State of Oregon Seismic Rehabilitation Grant Program.

Pre-Bid Conference: A mandatory pre-bid conference will be held at 10:00AM on November 9th, 2023 at 3200 SE Harrison St, Milwaukie, OR 97222.

Oregon Public Contracting Law: Bidders are required to comply with applicable bidding and contracting procedures and regulations including conformance to prevailing wage rates. The work is a public works project subject to ORS 279C.800 to 279C.870.

Bid Security: Each bid must contain a statement as to whether the bidder is a resident bidder, as defined in ORS 279.029. Each bid must be submitted on the prescribed form and accompanied by a bid bond executed in favor of the City of Milwaukie in an amount equal to ten percent (10%) of the bid amount.

City’s Reservations: The City of Milwaukie reserves the right to reject any or all bids for good cause, or any or all bids upon a finding by the City that it is in the public interest to do so, or to accept the lowest bid. Bids may be held by the City for a period not to exceed sixty (60) days from the date Bids are due for the purpose of reviewing Bid Documents and investigating qualifications of Bidders.

Design Firm: The City of Milwaukie contracted with Peterson Structural Engineers (Engineer) to develop the bid documents and assist with construction administration.
