ANNOUNCEMENT

The City of Milwaukie (City) is seeking Bids from qualified and experienced Contractors for the Washington Street Area Improvements Project.

Qualification and Bids Due: July 25, 2023 at 2:00 pm PDT

The Solicitation Document may be obtained at no cost from the City’s Bid Management System at http://bids.milwaukieoregon.gov/ . Bidders will be required to login in to access the Solicitation Document.

Sealed Bids will be accepted by mail/hand delivery by the City Engineering Department until the date and time listed above. Bids received prior to the deadline for submission will be publicly opened and read aloud immediately thereafter. Any Bids received after the specified Bid Closing will not be considered. Bids received after Bid Closing will be returned to the submitting Bidder unopened after a Contract has been awarded for the required services.

Bidders must submit, by Bid Closing, a complete Bid which will consist of a Bid Proposal and a Qualifications Proposal, per the instructions contained herein. No Bid will be considered unless fully completed in a manner provided in the Solicitation Document.

Bidders are required to submit a First Tier Subcontractor Disclosure Form, as described by Oregon Revised Statutes (ORS) 279C.370, either with the Bid or in a separate envelope within two (2) hours of Bid Closing. The City must reject a Bid if the Bidder fails to submit the disclosure form by the deadline stated above.

No Bid will be received or considered by the City unless the Bid Proposal contains, or is accompanied by, a statement by the Bidder, as a part of the Bid, that the provisions required by ORS 279C.800 through 279C.870 pertaining to prevailing wages will be included in this Contract. Each Bid must contain a statement as to whether the Bidder is a resident Bidder as defined in ORS 279A.120. Each Bid must contain a statement as to whether the Bidder is registered with the Oregon Construction Contractors Board in accordance with the provisions of ORS 279C.365.

Bids must be submitted on the prescribed forms and must be accompanied by a certified check or Bid Bond executed in favor of the City of Milwaukie in an amount not less than ten (10) percent of the amount of the Bid Proposal. The successful Bidder will be required to furnish the necessary additional bond(s) for the faithful performance of the Contract as prescribed in the Solicitation Document.

Bids may be held by the City for a period not to exceed sixty (60) days from Bid Closing for the purpose of reviewing Bid documents and investigating qualifications of Bidders prior to awarding Contract. The City reserves the right to reject any or all Bids, to waive any irregularities, and to accept any proposal deemed to be in the best interest of the City. The City may reject any proposal not in compliance with the public bidding procedures and requirements and may reject for good cause any or all proposal upon a finding of the agency that it is in the public interest to do so.

All questions regarding the meaning or intent of the Solicitation Document shall be submitted to the City Project Manager in writing, by email, with reference to the Project name. Oral statements may not be relied upon by Bidders and will not be binding or legally effective.

PROJECT LOCATION

This Project is located in Milwaukie, Oregon and generally covers the following areas:

  • SE Washington St from SE 23rd Ave to SE 35th Ave
  • SE 35th Ave from SE Washington St to SE Edison St
  • SE 32nd Ave from SE Washington St to SE Madison St
  • SE Madison St from SE 30th Ave to SE 32nd Ave
  • SE Edison St from SE 35th Ave to SE 37th Ave
  • SE 27th Ave from SE Lake Rd to SE Washington St

DESCRIPTION OF WORK

The Project generally consists of the following (the Work):

  1. Install approximately 2,300 lineal feet of storm and sanitary pipe, 12-inch diameter and smaller, by trenching
  2. Install approximately 2,400 lineal feet of storm drainage pipe, 24-inch diameter, by trenching
  3. Install approximately 48 storm inlets and 30 manholes
  4. Replace existing 24-inch storm drainage culvert with 36-inch culvert where Spring Creek crosses SE Washington St, by trenching
  5. Rehabilitate approximately 2,450 lineal feet of sanitary sewer pipe, 12-inch diameter and smaller, by pipe bursting
  6. Install approximately 1,500 lineal feet of 6-inch and 8-inch water pipe, by trenching
  7. Install approximately 16 existing water services
  8. Install Pressure Reducing Valve (PRV) assembly and vault
  9. Rehabilitate approximately 19,150 square yards of asphalt concrete pavement (ACP) by 3-inch grind and inlay
  10. Reconstruct approximately 1,300 square yards of ACP in SE Edison St
  11. Install approximately 5,200 lineal feet of concrete curb
  12. Install approximately 48,650 square feet of concrete walks and driveways
  13. Install approximately 47 new curb ramps at existing pedestrian crossings
  14. Perform additional and Incidental Work as required by the specifications and construction plans

PRE-BID CONFERENCE

An optional Pre-Bid Conference will be held at the Project site on July 6, 2023 at 2:00 pm. Interested parties will meet City personnel on site at the intersection of SE Washington St and SE 27th Ave.

ESTIMATED COST

The estimated cost range for this project is $7,800,000 to $9,100,000.
