Bid Closing Time: 2:00 p.m. local time, February 29, 2024

SCOPE OF WORK: Approximately 800 lineal feet of stream stabilization and restoration with some drainage improvements. Includes outfall repair, grading of stream channel and overbank, construction of stable stream channel, planting, and replacement of stormwater outfall pipes and catch basins.

COMPLETION: Project Substantial Completion shall be October 2024, and Project Final Completion shall be April 2025.

PUBLIC WORKS/PUBLIC IMPROVEMENT PROJECT. This project is subject to Oregon minimum wage rate requirements of ORS 279C.800 through 279C.870.

HOW TO SUBMIT A BID: To submit electronic (PDF) bids, a bidder must accurately complete the required fields and upload bid forms at:

Once submitted, the Bidder will receive an automated email confirmation. The bidder may also verify the receipt by phone at 503.675.2533. Bids will not be accepted after the Bid closing time. Bidders are encouraged to submit bids early.

Bidders must submit a Bid Security to the City along with their Bid in an amount equal to ten percent.

BID OPENING: The bids shall be publicly opened at 2:30 p.m. local time on February 29, 2024.
The Bid Opening will be accessible to the public online or telephone conference. Bidders and interested persons may attend the Bid Opening by viewing online and telephone conference. Interested bidders may attend by:

If a Bidder wishes to be personally present at the Bid Opening or if you have accessibility concerns, please contact the Project Manager at least three (3) business days prior to the Bid Opening.

The City will investigate and determine the qualification of the apparent successful Bidder as part of its evaluation of the responsive Bid with the highest points. See Special Provisions section 00120 – Bidding Requirements and Procedures.

Because the City’s estimate of the contract value is $100,000 or greater, Bidders must submit a First Tier Subcontractor Disclosure Form, provided in the Bid Documents, to the City no later than 4:30 pm local time on the date for the receipt of Bids. The First Tier Subcontractor Disclosure Form shall be submitted electronically to the same link as the Bid.

QUESTIONS/CLARIFICATION: Questions about the meaning or intent of the Bid Documents shall be submitted to the Project Manager, Javier Moncada, by email at jmoncada@ci.oswego.or.us , no later than February 21, 2024, at 2 p.m. local time. Clarifications to the Bidding Documents will be made by addenda only. Oral statement may not be relied upon and will not be binding or legally effective.
