UMPQUA Stewardship IRSC – Solicitation 12363N23Q4116

Region 06 OR, Umpqua National Forest, North Umpqua, Diamond Lake, and Tiller Ranger Districts



Background: The Umpqua National Forest is preparing the Umpqua IRSC which shall be awarded under the following authority: Section 604 (16 USC 6591c) of Public Law 108-148 as amended by Section 8205 of Public Law 113-79, the Agricultural Act of 2014—Grants the U.S. Forest Service (Government) permanent authority to enter into stewardship contracts or agreements to achieve land management goals for the National Forests or public lands that meet local and rural community needs. Section 8205 supersedes the temporary authority granted to the Forest Service (Government) in section 347 of Public Law 105-277, the Omnibus Consolidated and Emergency Appropriations Act, 1999.



NAICS: 115310: Support Services for Forestry, size standard: 20.5M Fuels Management Services. Stewardship authorities permit the Government to solicit this requirement as Full and Open competition.



Project Location:



The Umpqua IRSC is located on the North Umpqua, Diamond Lake, and Tiller Ranger Districts of the Umpqua National Forest. The portion of this project on the North Umpqua Ranger District (NURD) and Diamond Lake Ranger District (DLRD) is located about 30 miles from the ranger station in Glide, OR which is the nearest local community. Glide, OR is approximately 18 miles east of Roseburg, OR. The rest of the project is located about 45 miles from Tiller, OR. See maps for further location details.



Description of Work:



The overall objective of this project is to facilitate ongoing fire recovery actives within all the 2021 Umpqua Fires across both Tiller and North Umpqua Ranger Districts. Activities include harvesting merchantable timber, removing suppression slash and fire fallen trees in travel-way by any means that does not cause resource damage, and performing essential maintenance to timber haul road. This will be done by accomplishing the following:




  • Removing suppression and logging slash and fire fallen trees by removing from forest service lands, utilizing mobile burning equipment, chip and scattering, or pile and burning.

  • Maintaining roads within the Contract Areas.



Pre-Solicitation Site Visit Date and Time:



Prior to solicitation, the Forest will hold a pre-bid site visit for prospective contractors to facilitate dialogue on contractual requirements that are anticipated in the contract and any operational limitations foreseen by attendees. The site visit will be held on Tuesday, May 16, 2023, at 10:00 a.m. PDT with a meeting location at North Umpqua Ranger District – Parking Lot, 18782 N. Umpqua Hwy, Glide, OR, 97443.

It is anticipated that the Request for Quotes with all attachments shall be issued on or around June 19, 2023. The contract shall be awarded using a best value source selection method; the resulting contract shall be a firm fixed price commercial services contract. The Awardee shall furnish all labor, materials, equipment, supervision, tools, transportation, operating supplies, and incidentals necessary to perform the work in accordance with the specifications and provisions and clauses of the contract. Bid Bonds, Payment Bonds, and Performance Bonds are not required for this project.



All Contractors must have an active registration in SAM (System for Award Management) at https://sam.gov/content/entity-information by the proposal due date to be eligible for award under this solicitation. Registration in SAM is a free service – you do not need to pay to register in this system.
