Libra Watertight Marine Vessel Doors or Equivalent

This is a Sources Sought Notice in preparation for an upcoming procurement, the National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations (OMAO), Marine Operations division (MO) is conducting market research to determine potential sources for brand name or equal to Libra-Plast Watertight Doors. The North American Industrial Classification System (NAICS) code is 332321 – Metal Window and Door Manufacturing. The size standard for this NAICS codes is 750 employees.

• A draft Statement of Need (SON) is provided for informational purposes only.

Standard brochures will not be considered a sufficient response to this notice. Submitted Capability Statements shall include the following:

General Information: Provide the company name and address, Unique Entity Identifier, i.e., DUNS number, type of business under NAICS code 332321 (e.g. small business, 8(a), veteran-owned small business, service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, and/or women owned small business; or other than small business) as validated via the System for Award Management (SAM), and company point of contact including name, phone number, and e-mail address.

Capabilities: Demonstrate how your firm has the products and capabilities to meet all requirements in the statement of need. An ABS or DNV-GL certificate for your product will need to be included with your package.

Documentation Comments: In order to facilitate the exchange of information with industry, provide any comments, questions, or suggestions that pertain to the statement of need included with this notice. Identify any areas that appear ambiguous or otherwise unclear.

Interested vendors are invited to submit an electronic response to this Sources Sought Notice to Jason Jenks, Contracting Officer, via e-mail at jason.jenks@noaa.gov no later than 05:00 p.m. Eastern on July 10, 2023. Capability Statements and Documentation Comments must be submitted in writing; telephonic inquiries will not receive a response.

This is not a request for technical or price quotations. The Government does not intend to award a contract on the basis of this notice or reimburse for costs incurred by interested parties providing the information requested herein.

STATEMENT OF NEED

Libra Maritime Vessel Watertight doors (model: WRD A3-045 (4,5m)) or equivalent

PURPOSE: Periodically, OMAO vessels need to replace hull and deck components due to wear, age, and weathering. This notice pertains to the replacement of three (3) aluminum, thermal-insulated, quick-acting, lever type watertight doors.

BACKGROUND: OMAO fields a number of research vessels which maintain ABS (American Bureau of Shipping) certifications for survey class vessels. Certain hull/deck components have to be ABS-approved in order to uphold ABS ratings.

SCOPE: The Contractor shall furnish and deliver Four (4) Libra-brand or equivalent aluminum, thermal-insulated, lever type, quick-acting watertight doors that are type-approved and certified by ABS and/or DNV-GL. Delivery needs to be made no later than 30-Oct-2023 to the Marine Operations Center-Pacific in Newport, Oregon.

TECHNICAL SPECIFICATIONS/SALIENT CHARACTERISTICS: The Contractor shall furnish and deliver Libra Watertight doors or equivalent that meets the following specifications/salient characteristics:

• Single lever quick acting water tight mechanism

• Aluminum door construction

• Stainless steel frames

• Fixed lights with covers

• Hasp and door holdback clips

• Designed for a minimum pressure of 10.8ft

• Radius corners

• Thermal insulated

• Moving parts made of stainless steel

• Type approved and certified by ABS and/or DNV-GL

• Doors shall be sandblasted and primed with a marine epoxy coating

Door Dimensions:

Provide one (1) door with the following dimensions:

• Size Reference: Clear opening

• Width: 36 inches

• Height: 63 inches

• Hinge direction: Right

• Fixed light: 250mm in diameter centered 1600mm above the deck

Provide two (2) doors with the following dimensions:

• Size Reference: Clear opening

• Width: 36 inches

• Height: 63 inches

• Hinge direction: Left

• Fixed light: 250mm in diameter centered 1600mm above the deck

Provide one (1) door with the following dimensions:

• Size Reference: Clear opening

• Width: 30 inches

• Height: 63 inches

• Hinge direction: Right

• Fixed light: 250mm in diameter centered 1600mm above the deck

DELIVERY SCHEDULE:

The Contractor shall deliver all doors NLT 30-Oct-2023.
