THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation for bids, proposals, proposal abstracts, or quotations. The purpose of this Sources Sought Notice is to obtain information regarding the availability and capability of qualified sources. The responses received from interested contractors will assist the Government in determining set-aside and appropriate acquisition method.

The Department of Veterans Affairs, Network Contracting Office (NCO) 20, is conducting market research in support of the Portland VA Medical Center, to identify potential SDVOSB, VOSB and Small Business sources that can provide the following services:

Maintenance and Repair of Aesculap s Pneumatic Kairison instruments at the Portland VAMC. The Contractor shall comply will all aspects of the attached Statement of Work. The Contractor MUST BE an authorized distributor of Aesculap to perform this service. The Government is contemplating a Base plus 2 year firm fixed-price contract.

Potential sources having the capabilities necessary to provide the above services which meet all the requirements outlined in the attached statement or work are invited to respond to this Sources Sought Notice via e-mail to Maureen Sundstrom at Maureen.Sundstrom@va.gov no later than noted in the RFI. No telephone inquiries will be accepted.

Responses should include the following information:

Company name, address, business size, point of contact, phone number, e-mail address, SAM.gov UEI number/code, and a capability statement addressing the requirements in the attached Statement of Work to include:
References for similar services currently being provided or previously provided at the required service levels as outlined in the Statement of Work,
Capability Statement, and
Capability to provide required services at the Portland VAMC in accordance with the Statement of Work.

Responses MUST include:
Aesculap authorized distributor letter.

The Anticipated North American Industry Classification System (NAICS) code is 811210. The size standard is $34 million, and the PSC is J065. Please indicate whether you are a Small Business, SDVOSB, VOSB, or Other Small Business.

Statement of Work for Portland VAMC
Instrument Maintenance and Repair

Scope of Work: The scope of this project includes all necessary services for the VA Portland HCS requirement to have regular maintenance and repair for the Pneumatic Kairison instruments. This instrumentation is utilized for procedures in Neurosurgery. Currently, Aesculap is the only company with the Pneumatic Kairison on the market, therefore, the company is the only one with the capabilities to service the instrumentation effectively, safely and correctly. This service will include factory performed preventative maintenance of at least 2 times per year as recommended. Kairison sharpening will be performed on an as needed basis for unlimited times (2 times per year recommended). During the service agreement, a maintenance check on the products will be performed in accordance with industry standards and a maintenance form provided upon completion. Maintenance will be completed within 5 days generally, but not guaranteed of receipt of items. All repairs/services will be completed to a standard that ensures patient care is not negatively impacted. This level of service will ensure the manufacturer warranty is not voided. The Instruments will be shipped to the Aesculap repair facility and upon completion of repairs, Aesculap will ship the product back to the buyer.

Contractor shall be responsible for:
Quality: The suitability of the end-product and quality of services provided shall be determined by both SPS staff and end users (surgical staff). All instruments should work as intended. Inserts that are replaced must be of the correct type and fit must be exact. Repairs of the shafts are fully covered, handles will either be repaired or refurbished, and hoses are covered for repairs. After repair/servicing, instruments returned to SPS will be in good working order. 100% of all instruments returned will be of acceptable quality. Items that are not repairable must be formally quoted and that quote accepted prior to repair/refurbishment work beginning.

Warranty Provision: Instruments will be returned from repair without defects. All instruments that are determined to be irreparable, non-refurbishable, or uneconomical to perform required work shall be identified by vendor. Any work done on the Kairison Pneumatic instruments by a non-certified technician outside the Aesculap specified warranty will void the warranty.

Time of Delivery: Items will be sent out to the Aesculap repair facility. Aesculap will ship products back to the buyer upon completion of maintenance. In the event the item is irreparable or the Aesculap deems the item beyond repair, the items should be returned to the facility promptly.

Supplies: Vendor will supply all equipment, material, and labor required to complete the assigned tasks on all minor and major repairs.

This Contract will need to be reassessed before the end of the 3 year term. This is a recurring service for Instrument maintenance-and repair.
