THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation for bids, proposals, proposal abstracts, or quotations. The purpose of this Sources Sought Notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. The responses received from interested contractors will assist the Government in determining the appropriate acquisition method.

Scope of Work: The scope of this project includes all necessary services for the installation of 272 Welch Allyn Vita Sign units on the Roseburg, Oregon and Eugene, Oregon locations. Provide professional services to include:





Project Management



Scheduling of onsite Clinical Training



Assistance Determining Clinical Configuration



Insulation of Goods.





Contractor shall be responsible for:






  • Providing OEM factory trained personal. All travel expenses included.

  • Supplying all equipment, materials, and labor to accomplish the task.

  • Supplying all required safety equipment

  • Protecting veterans, visitors, and staff while on working at VA Roseburg Healthcare System. This involves preparing and presenting Safety Plan to the COTR & VA Safety Officer prior to start work on each job, for review and approval.

  • Scheduling the work in advance with the COTR, during the window of Monday thru Friday, 0800-1630, excluding Holidays. However, there may be some situations that require working outside of normal working hours. Work outside of these hours requires COTR approval. Contractor will provide 24-hour notice prior to performing a maintenance visit.





Provide SERVICE to include:






  • 6 days of Clinical Inservice Training. Training will accommodate off shift nursing staff as required by the facility.

  • Inventory goods by material number, quantity, and serial number where applicable.

  • De-palletize shipment, Unbox and stage product, Unbox and




  • assemble roll stands when applicable, Unbox and assemble wall mounts when applicable.




  • Attach device to stand or wall mount, Attach




  • accessories to device (SpO2 cable, NIBP hose and cuff, temperature sensor, power supply, barcode scanner, quick reference card)




  • Perform device in-service,

  • Dispose of waste packaging

  • Register device warranty with WA Service,

  • Perform ground continuity, leakage current and power-on test

  • Distribute assembled product to nursing floors if needed,

  • Configure devices per customer requirements

  • Install and test all required software for network communications

  • Provide summary report to customer on, electrical safety checks, and software updates.

  • Vendor must check in with VA Police when entering premises.





VA to provide:




  • Site plan of building layout.

  • Toilet facilities.

  • Contractor ID Badges.





No gray market or remanufactured items will be acceptable. Vendor shall be an Original Equipment Manufacturer (OEM), authorized dealer, authorized distributor, or authorized reseller for the proposed equipment/system who is authorized to provide installation services, verified by an authorization letter or other documents from the OEM.
