This is a combined synopsis/solicitation for commercial services prepared in accordance with FAR Part 13 and the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
Solicitation W9127N24Q0034 is for professional services to develop and deliver an ArcGIS StoryMap and Historic Property Management Manual (Manual) for the Willamette Falls Locks (WFL). As described in Section 4.0 of the Performance Work Statement (PWS), the Contractor will provide all personnel, equipment, tools, materials, and supervision necessary to complete research, documentation, and development. These tasks will require fieldwork, travel to archival repositories, preservation research, report writing, StoryMap development, revisions, and submittal. Associated deliverables and schedule are in Section 6.0 of the PWS.
The following solicitation is issued as a Request for Quote (RFQ), and the solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-02.
This solicitation is 100% set-side for certified Women-Owned Small Business concerns under NAICS Code 541720 Research and Development in the Social Sciences and Humanities with a size standard of $28 million. All prospective offerors must be registered in the System for Award Management (SAM) at www.sam.gov to be eligible for award. Lack of active SAM registration will make an offeror ineligible for award.
Period of Performance: Award + 300 days
Supplies/Services will be inspected/accepted: All supplies and services will be inspected/accepted at Destination by Government.
Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items. For offerors with a current registration in the System for Award Management (SAM), complete paragraph (b) of the provision and submit with the response to the RFQ.
