This is a SPECIAL NOTICE and is for informational/market research purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION OR BID, NOR A SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2.





Notice Details. The U.S. Army Corps of Engineers (USACE), Northwestern Division, Seattle District (NWS) is scheduled to host an Industry Day event on January 10, 2023 from 10:00 a.m. to 12:00 p.m. Pacific Standard Time (PST) for contractors interested in the Formosa Mine Cap Superfund Remedial Action project.





This event will provide an opportunity for Large and Small Business contractors to learn about this upcoming construction project. The two-hour event will include an overview of the Superfund project history, summary of the major work features, physical challenges unique to the project, followed by a live question and answer session with the USACE and US Environmental Protection Agency.





This event will be held virtually. Pre-registered firms will be provided a link to the virtual presentation prior to the event. Following the presentation, the government requests that each firm provide confirmation of their continued interest in proposing on the project or feedback as to why your firm is no longer interested in participating. Responses will be utilized to make future acquisition strategy decisions regarding the Superfund project.





This Industry Day gives us an opportunity to provide key project details to you, the construction community, and to receive your feedback and questions on this project. This dialogue is essential to informing and shaping the contract documents for successful execution. We welcome your participation.





The North American Industrial Classification Code (NAICS): The NAICS for this project is intended to be 562910 – Remediation Services. The related Small Business Administration size standard is $22M.





Anticipated period of performance: NWS estimates the Period of Performance to be 880 calendar days after Notice To Proceed.





Construction Magnitude: In accordance with DFARS 236.204, the construction magnitude of this project is estimated to be in the range of $10,000,000 and $25,000,000.





Planned Acquisition Strategy Methods and Considerations. NWS anticipates awarding a single firm fixed price Design-Bid-Build construction contract.





Project Description. This Project scope of work consists of activities necessary to implement the earthwork-related requirements of the Record of Decision for the Formosa Mine Superfund Site Operable Unit (OU) 1.





OU1 includes all surface and subsurface mine materials deposited outside of the underground mine workings and considered "source materials" for the Site. These include materials excavated during construction and operation of the mine such as waste rock, ore, tailings, construction rock, road surfaces, and contaminated soils.





The objectives of the OU1 remedial action are to remove, consolidate, and restrict or minimize the interaction of contaminant source materials with precipitation, surface water runoff, and groundwater. The remedial approach focuses on preventing direct exposure to mine waste with elevated concentrations of metals and reducing acid rock drainage (ARD) generation, thus, reducing impacts to groundwater and surface water



This includes OU1 mine materials at the encapsulation mound (EM); former ore storage/million-gallon storage tank area; the Formosa Adit 2, Formosa Adit 3, and 1090 Raise waste rock dumps (WRDs); and roads containing mine materials adjacent to these areas.





The OU1 remedial action includes the following:





Stabilizing the steep EM slopes with gabion walls; Development of a clean materials borrow area and non-primary mine disturbance area (PDMA) mine material repository; Grading and consolidation of mine materials in the non-PMDA mine material repository; Impermeable Cover construction on the EM, former ore storage/million-gallon storage tank, and non-PMDA mine material repository; Grading, amendment and revegetation of mine materials at the Formosa Adit 2, Formosa Adit 3, and 1090 Raise WRDs; and Excavation of mine materials from roads and reconstruction of roads within the project limits. All rock for construction of the gabion walls, and impermeable cap shall be developed/blasted from the on-site borrow area; as well as processed, stockpiled, and hauled by the Contractor.
