Description

Description of Requirement



Dimensions and specifications are as follows:



4" x 20" rigid seedling tube




  • May also accept 4” x 18” rigid seedling tubes, although 4” x 20” is the preferable size.

  • Rigid tubes constructed of polyethylene and polypropylene material.

  • Tubes must have diamond mesh.

  • These tubes prevent browse damage from wildlife and cattle if properly installed.

  • Product must photo degrade when exposed to sunlight over a period of 3-5 years.

  • Must be delivered in boxes of 250-500 and secured on pallets to allow for loading/unloading with a forklift.

  • See Exhibit A



8" x 12" Mesh Shade Envelope




  • Consists of two components: 1) 8" x 12" photo-degradable, black polyolefin mesh envelope, and 2) a 12-gauge, 18" x 8" x 18" (legs) wire wicket.

  • Provides a shade factor of approximately 80%.

  • Pin size mesh openings allow for wind passage.

  • Mesh envelope may degrade in approximately 5 years. Wire wicket may begin to degrade in approximately 5 years.

  • Both components come separately and require easy assembly.

  • See Exhibit B.

PACKAGING:



Tubes shall be nested 7 to per nest. Nests shall be placed into plastic bags closed with a twist tie. Plastic bags shall be placed in Heavy Duty, cartons for final shipment. Each carton shall be clearly marked with 4-inch minimum letter size on two opposite ends indicating the content size, and quantity and the direction to keep the prevent the tubes from being crushed.



QUALITY CONTROL:



The contractor shall be responsible for management and quality control to meet the terms of the contract. The Contractor shall be required at the time of award to submit a written quality control plan showing their self-inspection procedures. Inspection results shall be submitted to the Government at the time delivery.



INSPECTION: The government will verify Contractor’s inspection results by:




  • Counting bags and tubes.

  • Randomly sampling for concurrence with contract specifications.

  • Randomly checking to assure the tubes do not split or tear with normal handling.



The Government shall have the right to require the Contractor to:




  • Correct or replace the defective schedule bags at no increase in contract price in accordance with a delivery schedule specified at the time of notice of defect or nonconformance.

  • Reduce the contract price by the percentage of defective bags if the Contracting Officer elects not to have the Contractor replace the defective bags.



Delivery and Acceptance



There will be a split delivery. 34,000 units of rigid seedling tubes will be delivered to the Deschutes National Forest Tree Cooler located at 63095 Deschutes Market Rd, Bend, OR 97701. The remaining 10,000 units of rigid seedling tubes and all shade cards/shade wickets will be delivered to the Ochoco Tree Cooler his product will be delivered to the Ochoco Tree Cooler located at NE Ranger Station Loop Prineville, OR 97754. A map of both delivery locations will be issued. Desired delivery date is 2/29/2024. The COR must be contacted one week prior to the delivery and then 24 hours prior to the delivery confirm delivery date and time.
