The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations/Marine Operations Center – Pacific requires the purchase of six (6) AMSTEEL Blue or equivalent mooring lines.

This is a combined synopsis/solicitation for commercial supplies prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

(ii) Solicitation number NM-AN2140-23-00472 is issued as a firm fixed price, commercial, request for quotation (RFQ).

(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-08.

(iv) The NAICS code for this acquisition is 314994 – Rope, Cordage, Twine, Tire Cord, and Tire Fabric Mills. This solicitation is being posted as a small business set-aside brand name or equivalent requirement with a small business size limit of 1000 employees.

(v) Line items are as follows:

CLIN 1: PROCURE NEW MOORING LINES FOR THE NOAA SHIP OKEANOS EXPLORER IN ACCORDANCE WITH THE ATTACHED SPECIFICATIONS.

(vi) Description of requirements for the items to be acquired: The NOAA ship Okeanos Explorer requires the procurement of six (6) AMSTEEL Blue or equivalent mooring lines that are 140 feet in length. All lines are 1 and ¼ inch diameter. All lines spliced at both ends with a 6 foot. All eyes with 6’ DCGard EEE. All lines with two (2) 10 foot DCMOOR GUARDS or equivalent on body. Quotes shall include shipping/freight cost to the delivery destination and whether they can meet the period of performance.

(vii) Date(s) and place(s) of delivery and acceptance and FOB point. FOB Destination delivery is required no later than 2/10/2023 to: NOAA Ship Okeanos Explorer, Attn: CB, 2002 SE Marine Science Drive, Newport, OR 97365.

(viii) The provision at 52.212-1, Instructions to Offerors—Commercial, applies to this acquisition without addenda.
