Description

Combined Synopsis/Solicitation



The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations/Marine Operations Center – Pacific requires four (4) replacement Aluminum, insulated, Weathertight doors for the NOAA ship Bell Shimada.



This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.



(ii) Solicitation number NM-AN2120-23-01424 is issued as a firm, fixed-price, commercial request for quotation (RFQ).



(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-04.



(iv) The NAICS code for this acquisition is 332321 – Metal Window and Door Manufacturing. This solicitation is set aside exclusively for small businesses (

(v) Line items are as follows:



CLIN 0001: Four (4) Aluminum, insulated, weathertight doors; Freeman Marine brand or equivalent



(vi) Description of requirements for the items to be acquired: The NOAA ship Bell Shimada requires four (4) Aluminum, insulated, weathertight doors to replace existing doors that are in disrepair. See Statement of Need for precise detail. Technical drawings of proposed product shall be submitted with all quotes for the engineer’s review and approval.



See Statement of Need for additional details. This is a brand name or equal solicitation. Products offered other than the brand name must conform to the following:

(1) Meet the salient physical, functional, or performance characteristic specified in this solicitation;



(2) Clearly identify the item by-



(i) Brand name, if any; and

(ii) Make or model number;



(3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and



(4) Clearly describe any modifications the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modifications.



(vii) Vendors will need to be able to obtain American Bureau of Shipping type approval/certification on their doors. Technical drawings will have to be verified by the government POC for this requirement. The doors will be a part of the weathertight boundary on an ABS classed survey vessel.



Vendors will need to demonstrate understanding of the requirement. Submission of pricing alone does not constitute understanding.

(xv) Offers are due 14-Jul-2023 at 1600 hours PDT. Offers can be submitted via email to: jason.jenks@noaa.gov. The government does not accept responsibility for non-receipt of quotes. It is the contractor’s responsibility to request and receive confirmation of receipt of quotes. Potential offerors will need to ensure they are registered and current in System for Award Management at the time of quote submission. Offerors will also need to ensure their SAM registration accurately reflects their business size. Submitted offers will need to be complete and meet all evaluation criteria as listed under 52.212-2 in the Solicitation Terms and Conditions.



Incomplete offers do not warrant consideration. The Buy American Act applies to this solicitation. Any product offered must be of origin in the United States as a Commercial-Off-The-Shelf item or meet the domestic content test. See Federal Acquisition Regulation 52.225-1 for information on the domestic content test. Offerors must indicate the country of origin of any products offered. Quotes for foreign-made products will not be considered.



Quotes will need to be submitted on company letterhead, with the following information:

Company name, address, Unique Entity Identifier, and Cage Code

Name, phone number, and email address of company official submitting package

Pricing, delivered, for all products listed (FOB Destination)
