The purpose of this Request for Information (RFI) is for U.S. Army Corps of Engineers (USACE) to obtain industry suggestions or feedback on how to price trout production utilizing a firm fixed price schedule. USACE eventually intends to solicit firms that are interested in submitting a competitive, firm-fixed price proposal for the supply of hatchery trout and the transportation/release of those trout within the Willamette River Basin.



1. RFI Objective



1.1 USACE is seeking industry’s assistance in forming its solicitation strategy for a multiple year indefinite delivery indefinite quantity (IDIQ) contract to meet the below requirements listed in section 2 of this RFI. The purpose is to seek industry’s insight on the most efficient and effective way of soliciting to obtain proper pricing.



1.2 Attached to this RFI is a mock delivery schedule and a mock bid schedule to assist in the volume of fish for this requirements. These documents are for example only and are not required for use.



1.3 USACE seeks to have a FFP price schedule upon the establishment of the IDIQ for trout and invites industry to suggest how best to do this.



1.4 This action will be a follow on requirement for W9127N-21-P-0130.



2. Description of Contractor Requirements



2.1. The Contractor will produce, rear and release up to 277,000 pounds of hatchery rainbow trout (Oncorhynchus mykiss) to various rivers, lakes, and waterbodies within the Willamette Valley River Basin, based on the Delivery Schedule. Deliveries (stocking) will occur between February and November each year. Specific delivery dates will be coordinated with the COR. Hatchery trout (greater than legal size of 8 inches) will be released at two fish per pound (fpp) but can range from 1.75 to 2.25 fpp. Trophy sized fish will be released at one fpp ranging from 0.9 to 1.1 fpp. Trophy plus sized fish will be released at 0.5 fpp ranging from 0.4 fpp to 0.6 fpp. All hatchery trout must be of legal size being greater than eight inches in length. Prior to release, all fish must be rendered triploid, and certified healthy by a fish health specialist, as further described in paragraphs 2.3, 2.4, and 2.5.



2.2. The targeted poundage and number of rainbow trout (Oncorhynchus mykiss) for release during the performance of this contract are represented in the example Delivery Schedule attached. The number/pounds of fish shall not exceed these values. However, given the nature of fish production, some release targets may not be met and therefore a variance of no more than 5% below the maximum poundage and number of fish may be considered acceptable, as further described in FAR 52.211-16. Further, load sizes for deliveries may be adjusted after coordination with the COR but may need not exceed specified the number/poundage in the contract/task order.



2.3. All rainbow trout produced and released must be triploid or otherwise rendered sterile.



2.4. All rainbow trout will be adipose fin clipped prior to release.



2.5. The Contractor will examine rainbow trout (Oncorhynchus mykiss) for disease no earlier than six weeks prior to release. The Contractor will not release any rainbow trout that show signs of disease. The Contractor will abide by state regulations for fish transportation and release.



2.6. The Contractor will provide the COR a draft bi-annual report detailing rainbow trout production and releases. The Contractor shall include the information required into a report and submitted via email to the COR on July 1 and December 1 of each year for which requirements exist. The Government will have three weeks from the time of submittal to provide comments back to the Contractor. The Contractor will revise the report as necessary and resubmit to the Government within three weeks following the Contractor’s receipt of the Government’s comments.



3. Submission Instructions
