Combined Synopsis/Solicitation (Best Value)
The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations/Marine Operations Center – Pacific requires the purchase of Elinca System Anodes for NOAA Ship Okeanos Explorer.
This is a combined synopsis/solicitation for commercial supplies prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
(ii) Solicitation number NM-AN2120-23-00368 is issued as a firm fixed price, commercial, request for quotation (RFQ).
(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-08.
(iv) The NAICS code for this acquisition is 335999 – All Other Miscellaneous Electrical Equipment and Component Manufacturing. This solicitation is being posted as a Brand Name Requirement small business set aside with a small business size limit of 500 employees.

(vi) Description of requirements for the items to be acquired: The NOAA ship Okeanos Explorer requires the purchase of Elinca System Anodes. This is being solicited as a Brand Name Requirement for Admiral Filter Elinca Anti-Biofouling System Anodes. Quotes should include shipping/freight cost to the delivery destination and expected timeframe for delivery.
(vii) Date(s) and place(s) of delivery and acceptance and FOB point. FOB Destination delivery is required no later than 9/23/2023 to: NOAA Ship Okeanos Explorer, Attn: Port Engineer Justin Kusterer, 2002 SE Marine Science Drive, Newport, OR 97365
