NPDES Permit Water Quality Analyses





U.S. ARMY CORPS OF ENGINEERS, PORTLAND DISTRICT





1. General



This is a Sources Sought posted by the United States Army Corps of Engineers (USACE), Contracting, Portland District, Supply & Services Branch (CECT-NWP-S) and is for informational/market research purposes only. This is not a solicitation nor a synopsis of a proposed action under FAR Subpart 5.2.



The requirement is for a certified laboratory to conduct analytical services to demonstrate compliance with National Pollution Discharge Elimination System (NPDES) permit limits for the U.S. Army Corps of Engineers (USACE), Portland District (CENWP) Bonneville, The Dalles, and John Day hydroelectric facilities.





2. Project Background



The U.S. Army Corps of Engineers (Corps) has been issued National Pollution Discharge Elimination System (NPDES) permits from the Environmental Protection Agency (EPA) Region 10 for Bonneville, The Dalles, and John Day hydroelectric facilities. To ensure the protection of water quality and human health, these permits place limits on the types and amounts of pollutants that can be discharged from the facilities and require routine monitoring of discharge points. Questions are welcome and will be directed to the appropriate subject matter experts.



The laboratory shall be accredited in accordance with the National Environmental Laboratory Accreditation Program (NELAP); however, in lieu of NELAP accreditation the Laboratory may have a current laboratory accreditation including either the State of Oregon Environmental Laboratory Accreditation Program or the Washington State Department of Ecology Environmental Laboratory Accreditation Program for the analytes required in the task(s).





This is anticipated to be a firm-fixed price contract. CENWP anticipates the subsequent solicitation to be advertised as a small business set aside but final decision will be informed by responses to the sources sought





3. Capability Statements



Contractors are requested to submit their capabilities to perform the monitoring of pollutants in their accredited laboratory.



There is not currently an anticipated award date for a contract for these services. Target will be dependent on results of preliminary market research.





All interested, capable Small Business concerns are highly encouraged to respond to the POC below.



4. Submission Instructions:



Responses to this Sources Sought notice must be submitted electronically (via email) SUBJECT: “NPDES Permit Water Quality Analyses Sources Sought.” Please send all responses to Jessica Manley, email address: Jessica.Manley@usace.army.mil.





Respondents interested in performing the proposed project as a prime contractor should submit a capability statement for consideration that include the following:





A. Firm’s name, address, point of contact, phone number, email address, CAGE code and SAM number.





B. Firm's small business category and Business Size: Small Business (SB), Small Disadvantaged (SDB), including 8(a) firms, Historically Underutilized Business Zones (HUBZone), Women-Owned Small Business (WOSB), including Economically Disadvantaged Women-Owned Small Business (EDWOSB), and Service-Disabled Veteran-Owned Small business (SDVOSB).





C. Indicate whether your company will provide these supplies directly or intends to subcontract a portion of the work. If subcontracting, identify which portions of the work will be performed by a subcontractor/other supplier.





D. Any other relevant information that would assist in determining your company's capability in providing the requested materials.





E. Any questions you have on the proposed project.





All responses must be submitted in either Microsoft Word or Adobe PDF format no later than 2:00 PM Pacific Time on May 11th, 2023, or sooner would be preferred. Do not include proprietary information in your response.

This notice does not obligate the Government to award a contract. No reimbursement will be made for any costs associated with providing information in response to this Sources Sought or any follow-up information. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization’s qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or to provide feedback to respondents with respect to any information submitted. After a review of the responses, a solicitation may be published in the Government point of entry (SAM.gov). All interested firms must be registered in the System for Award Management (SAM) and remain current for the duration of the contract to be eligible for award of a Government contract.
