Description

1. The U.S. Army Corps of Engineers (USACE), Northwestern Division, Portland District (CENWP) expects to award a contract for Dredge Essayons Over Side Dredge Pump (OSDP) Impellers, which will serve as replacement spares. The anticipated proposed project is unrestricted, full and open competition, LPTA, firm fixed price (FFP) contract.



2. The project consists of cast, treat, machine and deliver of three (3) each Port and four (4) each Starboard Over Side Dredge Pump (OSPD) Impellers for the Dredge Essayons. Port impeller rotates counterclockwise viewed form the impeller eye. Starboard impeller rotates clockwise view from the impeller eye.



3. Project Description: Prior to commencing work, follow vessel's LOTO policy and procedures. Follow all applicable state local and federal requirements including those specified in EM-385-1-1 latest revision.



a. Specifications - Produce 3 each Port (counterclockwise rotation when viewing impeller eye) and 4 each Starboard (clockwise rotation when viewing impeller eye) OSDP impellers per drawings that will be provided during solicitation phase. The impeller is five bladed. The patterns are government furnished. Contractor shall arrange to ship patterns from the Portland District Warehouse: 8010 NW ST Helens Rd, Portland, Oregon 97210. Within 30 days of acceptance of the finish pieces the Contractor shall arrange to ship the patterns back to the Portland District Warehouse. The impeller patterns shall be delivered undamaged and ready for its next use.



b. The material shall be as described in the drawing that will be provided during the solicitation phase. All dimensions shall be as shown on the drawing. Special care is needed to meet the 19.685-19.690 dimension on the back of the impeller and the 12.7933-12.7953 bore.



c. The completed impeller shall be shipped with documentation from the contractor's quality control assurance department attesting to material and dimensional conformance.



d. Drawing E1730-17/E1730-18 rev A are the reference drawings that will be provided during the solicitation phase.



e. The material is to be high chrome white cast iron with specific composition requirements as noted in the drawing. Chromium content of finished impellers shall be tested and be within range of 24.75%-27.00% by weight.



f. The impeller shall be balanced as noted on the drawing.



g. The contractor shall include transportation of the finished impellers to the USACE District Warehouse 8010 NW St Helens Rd, Portland, OR 97210.



h. The finished casting shall be painted on all non-machined surfaces after machining. Machined areas shall be preserved with a solvent soluble preservative. The finished casting shall be stenciled with the drawing number so as to be easily read from any angle. The onsite government inspection shall be completed before the impellers are painted.



Period of performance: The impeller shall be delivered, FOB destination Portland Oregon within 120 calendar days of Contract award. Provide a minimum of 10 days for final government inspection in Portland.



The contractor cost shall include transportation of the patterns from and to the USACE District Warehouse 8010 NW St Helens Rd, Portland, OR 97210.
