S207 Pest Control Services, Portland VA Health Care System (VAPORHCS)



THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation for bids, proposals, proposal abstracts, or quotations. The purpose of this Sources Sought Notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. The responses received from interested contractors will assist the Government in determining the appropriate acquisition method.



The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 20, is conducting market research to identify potential sources which can provide the following services:




  • Title: Integrated Pest Management (IPM) Services






  • NAICS Code: 561710, Exterminating and Pest Control Services






  • Tasks: The Contractor shall provide all management, laboratory testing, tools, supplies, equipment, transportation and labor to develop and implement an Integrated Pest Management (IPM) plan for the building interiors and perimeter grounds at the Portland VA Medical Center, Vancouver VA facility and associated Community-based Outpatient Clinic (CBOC’s). The combined sites consist of approximately 2.5 million square feet of interior and exterior facilities. The Contractor shall accomplish the surveillance, trapping, treatment, approved pesticide application, and pest removal components of the IPM program. The Contractor shall provide detailed, site-specific recommendations for structural and procedural modifications to aid in pest prevention.

  • INCLUDED Pest Control Activities:The Contractor shall meet the performance expectations of the Portland VA in eradicating and suppressing the following pests:


    • Stinging Insects: Bees, wasps, hornets, yellowjackets, mosquitoes, etc. (Contractor will remove nests of stinging insects within the property boundaries of specified buildings. The Contractor will work with Environmental Compliance to identify options where bee hives can be relocated and not destroyed.




    • Other Crawling and Flying Insects: flies, fruit flies, drain flies, filth flies, gnats, moths, ants, cockroaches, beetles, fleas, ticks, lice, mites, etc.




    • Occasional Insect Pests: Spiders, silverfish, springtails, scorpions, snails, slugs, centipedes, earwigs, crickets, millipedes, etc.




    • Vertebrate Pests: mice, rats, squirrels, raccoons, gophers, moles, rabbits, skunks, etc.




    • Bed bugs: Up to four (4) bed bug calls per month. This applies to all VA facility rooms, not just patient rooms (rooms shall not exceed 220 square feet).




    • Interior Located Urban Wildlife: bats, birds, raccoons, skunks, squirrels, moles, gophers, chipmunks, snakes, rabbits, opossums, feral cats, and dogs, etc.




    • Fly Lights:





      • Portland VA - Bi-monthly Inspections and Servicing of 21 existing fly lights Replacing of flying insect attractant strips




      • Vancouver VA - Bi-monthly Inspections and Servicing of 19 existing fly lights Replacing of flying insect attractant strips
