The Department of Veterans Affairs, Veterans Health Administration (VHA), Network Contracting Office 20 (NCO 20) is conducting a market survey and is seeking potential sources for Police Radio Frequency licenses This Sources Sought Notice is issued for information and planning purposes only. This is not a solicitation or a request for proposal and shall not be construed as an obligation or commitment by the Government. An award will not be made on any offers submitted in response to this notice, and it shall not be implied the Government is committed to providing any solicitation or award following this notice. STATEMENT OF WORK (SOW)
1. TITLE. Service contract for 800 MHz Emergency Radio with the City of Portland for the Portland and Vancouver campuses.

2. BACKGROUND. This service contract for licensing fees of individual 800 MHz emergency radio, and base stations for the Portland and Vancouver Divisions of the VA Medical Center has been done for 23 years. This equipment is critical for the continued operation of emergency communications. Failure to provide continued radio support would cause loss of emergency communications, and loss of public safety. This allows the medical center to function in the event of a catastrophic event with proper communications between the 2 main campuses and local, state, and other federal agencies. It also allows VA Police force to communicate internally, and externally with these agencies as well.

3. SCOPE OF WORK. The scope includes all necessary services to provide the necessary personnel, material, equipment, materials, supervision, and facilities (except as otherwise specified), to perform the required services in this Statement of Work.

Provide all labor, materials, tools, and equipment necessary for services described here and in other specific tasks

Provide licensing for the emergency and public safety radios on City of Portland s CityNet at the Portland and Vancouver VA s sites with the following equipment listed:


102 Portable units
2 Control Base Stations
19 mobile units

In the event additional radio s are introduced, or existing radio excessed from this inventory, an amendment will be completed to adjust the correct count.


Note
For purposes of this award, Resident Engineer (RE), Project Engineer, and Contracting Officers Technical Representative (COTR) are used interchangeably.

4. DEFINITIONS.
4.1 CO is the Contracting Officer.
4.2 Contractor is the contractor performing the contract.
4.3 POC is the Point of Contact.
VA is the Department of Veterans Affairs.
5. CONTRACTOR RESPONSIBILITIES.
5.1. The contractor shall meet Federal Information Processing Standard (FIPs) 201 for Personal Identity Verification (PIV) badging requirements, IAW (in accordance with) FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel.
The contractor shall furnish all transportation, equipment, tools, and labor to accomplish this requirement. Hand tools, multimeter, laptop, software, or nay item that is needed to troubleshoot and repair the equipment. In some cases, this may be proprietary items.
Contractor employees shall comply with the Standards of Conduct on VA property outlined in title 38 CFR section 1.218, which can be found posted at the entrance to the Medical Center.
The contractor shall be notified by the users of any given machine by phone when a unit is affected.
GOVERNMENT RESPONSIBILITIES.
6.1. The Government will provide a site plan of the building layout if necessary.
6.2. Restroom facilities.
6.3. VA will provide contractor employees with VA issued badge/identification prior to being authorized to work on the premises.

SECURITY REQUIREMENTS. No logical access will be needed for this contract, nor will any Patient Health info be accessed or used, or PII. Normally, no site access will be required by the contractor for radio licensing. The contractor must meet FIPs 201 security requirements if any work is to be done on the premises. Work will normally be completed during normal working hours of 8:00AM through 4:30PM, Monday through Friday, excluding federal holidays. Emergency support will be coordinated with the COTR.
8. PROJECT LOCATION.
This service needed is located at the Portland, OR and Vancouver Campus of the Portland VA Medical Center. The address is:

9. HOURS OF OPERATION. Regular hours are 7:30 am - 4:00 pm, local time, Monday through Friday, except for Federal Holidays. Work outside the normal working hours when directed by the VA must be with the written approval of the Contracting Officer unless those hours have been included. Work outside these hours at the request of the contractor shall not result in any increase in price.
10. NATIONAL HOLIDAYS.

Deliveries shall not be performed on the following legal government holidays:
