Description

The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations/Marine Operations Center – Pacific requires the purchase of replacement De Nora Water Technologies OMNIPURE Marine Sanitation Device components.



This is a combined synopsis/solicitation for commercial supplies prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.



(ii) Solicitation number NM-AN2120-23-01874 is issued as a firm fixed price, commercial, request for quotation (RFQ).



(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-04.



(iv) The NAICS code for this acquisition is 333310 – Commercial and Service Industry Machinery Manufacturing with a small business size threshold of 1,000 employees or less. This solicitation is being posted as a small business set-aside brand name requirement with a small business size limit of 1,000 employees. Offerors must be De Nora Water Technologies authorized dealers – documentation of status as an authorized dealer shall be included with quotes unless your company is listed on De Nora’s website as an authorized dealer. Only De Nora OEM parts and components will be accepted. Quotes including aftermarket or non-OEM parts will be rejected. Quotes from third-party resellers will not be accepted.

(vi) Description of requirements for the items to be acquired: The NOAA ship Rainier requires the procurement of replacement parts and components for its Omnipure 8MC Marine Sanitation Device system, serial number 22-8MC-5AXC22015 (dwg 8MBCT-03-NA).

Additional specifications are listed in the Statement of Need.

Quotes shall include shipping/freight cost to the delivery destination and whether they can meet the period of performance.

(xv) Offers are due 09/04/2023 at 1600 hours PDT. Offers can be submitted via email to: jason.jenks@noaa.gov. The government does not accept responsibility for non-receipt of quotes. It is the contractor’s responsibility to request and receive confirmation of receipt of quotes. Potential offerors will need to ensure they are registered and current in System for Award Management at the time of quote submission. Offerors will also need to ensure their SAM registration accurately reflects their business size. Submitted offers will need to be complete and meet all evaluation criteria as listed under 52.212-2 in the Solicitation Terms and Conditions.



Quotes will need to be submitted on company letterhead, with the following information:

Company name, address, Unique Entity Identifier, and Cage Code

Name, phone number, and email address of company official submitting package

Pricing, delivered, for all products listed (FOB Destination)



This a brand name requirement. Only quotes for the specified products will be considered. Any quotes for other than the specified products will be considered as technically non-acceptable and discarded. Quotes from non-authorized dealers/sellers will not be accepted.
