SOURCES SOUGHT NOTICE
This is a Sources Sought Notice (SSN) ONLY. The U.S. Government is conducting market research only to determine the availability of qualified sources capable of providing Home Sleep Study Testing Services. Potential Contractors are invited to provide a response via e-mail to Contracting Officer Ross Byrne at ross.byrne@va.gov by Oct 20, 2023 11:00 am (PT). Responses will be used to determine the appropriate strategy for a potential acquisition. Please clearly identify any information your company considers sensitive or proprietary. This notice is issued solely for information and planning purposes - it does not constitute a Request for Quotation (RFQ), or a promise to issue an RFQ in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, or proposals at this time and will not accept unsolicited quotes in response to this sources sought synopsis. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. Not responding to this notice does not preclude participation in any future RFQ, if any is issued.

BACKGROUND: The Portland VA Medical Center, Portland Oregon, has a requirement for a Contractor to provide Home Sleep Study Testing Services. Please see draft Statement of Work below for requirements. This is a Brand Name or Equal procurement.

2) Please submit a brief capability statement (maximum two pages) with enough information to demonstrate to the Veterans Affairs that your company can meet the Home Sleep Study Testing services and that the Contractor has access to the Somnoware Software and can receive electronic orders, as well as evidence demonstrating the Contractor has authority to distribute Peripheral Arterial Tone (PAT) signal technology testing devices to the Department of Veterans Affairs.
**DRAFT STATEMENT OF WORK**

Contract Title: Disposable Home Sleep Study Testing Services

Background: The Portland VA Health Care System (VAHCS) uses a VA approved cloud software, Somnoware, that is approved through the Federal Risk and Authorization management Program (FedRAMP) and was implemented in accordance with VA Memorandum dated 10/09/2020 per the Assistant Under Secretary for Health for Operations (10N), with the intent of improving time to diagnosis, increased provider capacity, and improvement with Veteran s adherence to Continuous Positive Airway Pressure therapy.

Scope: The Contractor shall provide the Portland VAHCS as ordered, sleep studies, by use of a direct-to-home program to our Veteran population.

The Contractor shall receive electronic ordering for sleep studies through the VA approved Cloud Software Somnoware, prepare a Sleep Study Kit per the instruction of the sleep provider, and then ship the disposable sleep study device to the patient.

The Contractor shall provide patient 24/7 access to live customer support for the day of the sleep study to download the Manufacture study application and review test instructions. The Manufacture Study application is an application that is available on iPhone and Droid phones found in the App Store. After the patient completes the test in their home, the data is uploaded through the Manufacture study application, previously downloaded to the patient s phone, and electronically sent back through the VA approved Cloud Software Somnoware, for VA physician review/diagnosis.

Contractor shall provide patient follow-up every three (3) days to prompt for conducting the test with alternate phone/text messages, until the study is performed.

The device is completely disposable, does not require PPE, and does not incur risk to other Veterans or VA staff.

Contractor shall include productivity and management methods such as quality assurance, progress/status reporting and program reviews, monthly and as requested. Provide the centralized administrative, clerical, documentation, and related functions.
The Portland VAHCS estimates 2,000 sleep study services per year. Amounts are provided for estimates only and are not guaranteed.

Minimum Salient Characteristics: The Contractor must be able to receive electronic ordering of tests through the FEDRAMP approved software Somnoware. The Contractor shall provide a diagnostic home sleep study device that utilizes the Peripheral Arterial Tone (PAT) signal WatchPat One or equal. Sleep study device must be able to detect central sleep apnea. It shall measure, at a minimum, up to 7 channels (PAT signal, heart rate, oximetry, actigraphy, body position, snoring and chest motion) via three or less points of contact. Upon completion of the study, the raw data is uploaded through the previously downloaded application by the patient, and auto scored through the Somnoware software. Sending the Home Sleep Studies (HSTs) to patients home, providing 24 hour assistance, also will provide help with scoring the studies. Study must be able to be, electronically sent back through Somnoware. Scored study must be available for review within 60 seconds post completion of the study.

Invoicing: Invoices will be electronically submitted to the Tungsten website at https://www.tungsten-network.com/us/support/ Tungsten direct Contractor support number is 877-489-6135 for VA contracts. The VA-FSC pays all associates transaction fees for VA orders. During implementation (technical set-up) Tungsten will confirm your Taxpayer ID number with the VA-FSC. This process can take up to 5 business days to complete to ensure your invoice is automatically routed to your Certifying Official for approval and payment, to successfully submit an invoice to VA-FSC please review How to Create an Invoice within the how to guides. All invoices submitted through Tungsten to the VA-FSC should mirror your current submission of Invoice, with the following items required. Clarification of additional requirements should be confirmed with your Certifying Official (your CO or buyer). Invoices shall include patient consultation sheet that includes the following: 1) Sleep Study Interpretations digital; 2) Monthly itemized invoice OB 10 Tungsten IPPS 3; 3) Sleep Study Data Verbal/written CPRS.
Performance Monitoring: Each study will be reviewed by the local VA physician and inadequate function of the product shall be reported.
Security Requirements: Contractor is not required to obtain a background investigation for performance on this contract.
Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI): There will be no GFE or GFI based on contactor sending disposable sleep study device via direct mail to patient.
Packaging, Packing and Shipping Instructions: Direct shipping to the patient. The packing slip will be received by the patient. The device is completely disposable per manufacturer instructions provided. If device is required to be returned for proper disposal, return shipping instructions and paid postage shall be provided.
