This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

Solicitation W9127N23Q0017 for Laundering Services for Dredge Essayons and Yaquina, Portland District, U.S. Army, Corps of Engineers, Channels and Harbors at 8010 NW St. Helens Road, Portland, OR 97210 is hereby issued as a Request for Quote (RFQ). This is a Base plus four (4) year small business set aside for laundry services needed.

The following solicitation document, incorporated provisions, and clauses are in effect through Federal Acquisition Circular 2023-01 effective 01 December 2022.

This solicitation is advertised as small business set-aside for a Base year contract plus four (4) option years, under NAICS Code 812332 - Industrial Launderers with a size standard of $47 Million. All prospective offerors must be registered in the System for Award Management (SAM) at www.sam.gov to be eligible for award. Lack of SAM registration will make an offeror ineligible for award. The Portland District Contracting Office Small Business Specialist is Ms. Carol McIntyre, at 503-808-4602.

The government requests quotes for the following services for Dredge Essayons, Dredge Yaquina and U.S. Moorings.

Supplies/Services will be inspected/accepted at: All supplies will be inspected/accepted at Destination by Government.

Period of Performance Information: The period of performance for the base year will be date of contract award through 31 December 2023. The following option year period of performances will be 01 January through 31 December of each option year. This is a firm fixed priced contract, a base plus four (4) option years per the Government’s discretion.

The anticipated area of performance is, Portland District Warehouse, 8010 NW St. Helens Rd, Portland, OR 97210.

Provisions 52.212-1, Instructions to Offerors – Commercial and 52.212-4, Contract Terms and Conditions -- Commercial Items apply to this acquisition along with any listed addenda to the provisions.

Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items. For offerors with a current registration in the System for Award Management (SAM), complete paragraph (b) of the provision and submit with the response to the RFQ.
