QA Material Testing Blanket Purchase Agreement



U.S. ARMY CORPS OF ENGINEERS, PORTLAND DISTRICT

This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.



Solicitation W9127N23Q0XPW is for the establishment of multiple Blanket Purchase agreement for QA Material Testing services. The Contractor shall collect, analyze, and submit reports for the collection of construction material samples taken per each Call issued by USACE, Portland District’s, Engineering & Construction Division. The locations of samples to be taken, and the needed QA Materials Testing, will vary and be within the Portland District areas of operation which covers all of Oregon and Southwest Washington. QA Materials Testing may be required at various designated sites such as construction work sites, fabricating shops, jetties, quarries, Government operation facilities, waterways, and treaty fishing sites among others.



The following solicitation is issued as a Request for Quote (RFQ), and the solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-04.



This solicitation is advertised as unrestricted under NAICS Code 541380, Testing Laboratories with a Small Business Size Standard of $19,000,000.00. All prospective offerors must be registered in the System for Award Management (SAM) at www.sam.gov to be eligible for award. Lack of active SAM registration will make an offeror ineligible for award.



The Government requests pricing for testing and sampling located in Attachment 1 – BPA Test and Sampling Schedule and Price list, in accordance with Attachment 2 – QA Material Test PWS.



Period of Performance: The period of performance is five years from date of agreement award



Submissions: Quotes are due no later than, 11 September 2023, at 2:00 PM PST. Offerors are responsible for verifying receipt of their quotes to this office before the offer due date and time. 52.212-1 INSTRUCTIONS TO OFFERORS–COMMERCIAL ITEMS (JUL 2021) – ADDENDUM



Proposals shall include the following:

  2. Completed Attachment 1 – BPA Test and Sampling Pricelist for all test/sampling offered. (Not all line items need to be priced to receive a BPA) (Include service radius for Oregon and Southern Washington)

  3. Provide proof of being validated by the US Army Corps of Engineers Material Testing Center as required by Attachment 2 – PWS Para 4.1

  4. Confirmation that they will accept Government Purchase Card (GPC) for over the phone payment.



52.212-2 EVALUATION – COMMERICAL ITEMS (OCT 2014)



(a) The Government will award multiple blanket purchase agreements resulting from this solicitation to the responsible offeror’s whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:




  1. Technical Acceptability – Evaluation of the technical acceptability of a quote will be based upon conformance with the Performance Work Statement Para 4.1 Laboratory Validation. This factor will be Pass or Fail, with a conforming quote receiving a Pass and a non-conforming quote receiving a Fail rating.

  2. Price – Quoted price will be evaluated for reasonableness and conformity with the solicitation.



(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
