Description

SYNOPSIS



The U.S. Army Corps of Engineers (USACE), Northwestern Division, Portland District (CENWP) has been tasked to solicit a contract for the purchase of Breaker Switchgear Assemblies and Medium Voltage Buses for the Bonneville Powerhouse I Main Unit Breaker Replacement, at Bonneville Dam in Oregon. The proposed project will be a competitive, firm-fixed price (FFP) construction contract.



DESCRIPTION OF REQUIREMENT:



The scope of the project is the design and manufacturing of custom 15 kV switchgear, requiring a draw out circuit breaker, disconnect switch, and custom buswork, to fit within the allowable space that currently exists at Bonneville Powerhouse 1 on Elevation 65.



CENWP expects to solicit a contract for:




  1. The Design, Manufacture, and Design Test of a Prototype Switchgear Assembly

  2. Supplying ten (10) Main Unit Breaker Switchgear Assemblies and five (5) Transfer Bus Breaker Switchgear Assemblies

  3. Supplying Medium Voltage Bus for Switchgear Assemblies, Delta Bus Potential Transformers, Transfer Bus Isolation Breaker and Transfer Bus Potential Transformers

  4. Support and Supervise Switchgear Installation, Commissioning, and Acceptance Testing

  5. Contractor-Furnished Training of Government Personnel

  6. As-built Drawings and O&M Manuals



A successful project will provide a metal enclosed switchgear rated and tested as an assembly per IEEE C37.20.2 and C37.20.3 consisting of:




  1. 15kV Generator rated breaker per IEEE C37. 013, draw out, 3000 Amps, 95 kV BIL, 75kAIC interrupting capability

  2. 15kV Disconnect switch per IEEE C37.20.4: 15 kV, 3000 Amps continuous, 195A Peak Current for 2 sec.

  3. 15kV Bus, segregated Phase and Iso-Phase, and connections as needed to connect to existing bus connections.



The Portland District intends to make available the following government furnished equipment in support of this project:




  1. 19 Eaton 15 kV, 3000 Amp, 75kAIC Generator breakers

  2. 19 Eaton Mini-Mod Breaker Cassettes



Period of Performance (POP): The anticipated POP is 20 Nov 2023 – 15 Sept 2026.



Set Asides and Codes: This is an Unrestricted Full and Open Competitive Acquisition. North American Industrial Classification Code (NAICS): 335313 - Switchgear and Switchboard Apparatus Manufacturing; Small Business Size Standard of up to 1250 employees.



Acquisition Strategy: This acquisition will be solicited in accordance with FAR 15 Contracting by Negotiation. The contract will be awarded using the provisions of FAR 15 utilizing “Best Value/Trade-Off Analysis” procedures. Based on the Best Value/Trade-Off Analysis, the Government expects award will be made to the Offeror proposing a combination of technical, past performance, and price factors, which offer the best value to the Government. This acquisition will result in a single fixed-price contract.



Proposal Period: The solicitation is scheduled for release around 31 July 2023, with proposals due 45 calendar days after solicitation.



Plans and Specifications: The Plans and Specifications be posted on the SAM.gov website once the solicitation is issued.

THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THIS SOLICITATION EITHER BEFORE OR AFTER THE CLOSING DATE. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS PRESOLICITATION NOTICE OR ANY FOLLOW-UP INFORMATION REQUEST.
