JOHN DAY LOCK AND DAM STS FISH SCREENS



U.S. ARMY CORPS OF ENGINEERS, PORTLAND DISTRICT



1. General



This is a Sources Sought posted by the United States Army Corps of Engineers (USACE), Contracting, Portland District, Supply & Services Branch (CECT-NWP-S) and is for informational/market research purposes only. This is not a solicitation nor a synopsis of a proposed action under FAR Subpart 5.2.



The requirement is for a Contractor to provide approximate quantity of 200 ea. Polyester STS (Stationary Traveling Screen) Panels for the U.S. Army Corps of Engineers (USACE), Portland District (CENWP) John Day Lock and Dam.



2. Project Background



The John Day Lock and Dam requires an approximate quantity of 200 ea. Polyester STS (Stationary Traveling Screen) Panels, also known as Fish Mesh Screens, per the drawings and specifications included in this Sources Sought (exact quantity and delivery dates are to be determined). The John Day Lock and Dam therefore seeks any information, interest and/or the availability to procure these items on the open market. Questions are welcome and will be directed to the appropriate subject matter experts.



This is anticipated to be a firm-fixed price contract.



3. Capability Statements



Contractors are requested to submit their capabilities to successfully manufacture the fish screens in accordance with the enclosed drawings and specifications.



There is not currently an anticipated award date for a contract for these services. Target will be dependent on results of preliminary market research.



All interested, capable Small Business concerns are highly encouraged to respond to the POC below.



4. Submission Instructions:



Responses to this Sources Sought notice must be submitted electronically (via email) SUBJECT: “John Day Lock and Dam STS Fish Screens Sources Sought.” Please send all responses to Jon MacAdam, email address: jonathan.g.macadam@usace.army.mil.



Respondents interested in performing the proposed project as a prime contractor should submit a capability statement for consideration that include the following:



A. Firm’s name, address, point of contact, phone number, email address, CAGE code and SAM number.



B. Firm's small business category and Business Size: Small Business (SB), Small Disadvantaged (SDB), including 8(a) firms, Historically Underutilized Business Zones (HUBZone), Women-Owned Small Business (WOSB), including Economically Disadvantaged Women-Owned Small Business (EDWOSB), and Service-Disabled Veteran-Owned Small business (SDVOSB).



C. Indicate whether your company will provide these supplies directly or intends to subcontract a portion of the work. If subcontracting, identify which portions of the work will be performed by a subcontractor/other supplier.



D. Any other relevant information that would assist in determining your company's capability in providing the requested materials.



E. Any questions you have on the proposed project.



All responses must be submitted in either Microsoft Word or Adobe PDF format no later than 2:00 PM Pacific Time on Monday, April 03, 2023. Do not include proprietary information in your response.

No reimbursement will be made for any costs associated with providing information in response to this Sources Sought or any follow-up information. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization’s qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or to provide feedback to respondents with respect to any information submitted. After a review of the responses, a solicitation may be published in the Government point of entry (SAM.gov). All interested firms must be registered in the System for Award Management (SAM) and remain current for the duration of the contract to be eligible for award of a Government contract.
