AMENDMENT NO. 0003 (1) Revises and replaces RFQ Attachment A - Statement of Work (SOW) dated October 6, 2022 with revised SOW dated March 1, 2023, (2) Revises RFP Addendum to FAR 52.212-1, Instructions to Offerors, Item 4, Quotation Submission Requirements, PART I, Items 2 to 4, (3) Revises Attachment E, Contractor Quotation Checklist, PART I, and (4) Posts answers to questions received in response to the solicitation (attached separately); See 70RFPW23QWA000004 AMD0003 attached on 3/8/2023.

AMENDMENT NO. 0002 (1) extends the due date for quotations, (2) reschedules the Site Visit that was scheduled for February 7, 2023 to FEBRUARY 21, 2023, (3) reschedules the Site VIsit Sign-up due date, and (4) extends the due date for questions; See 70RFPW23QWA000004 AMD0002 attached on 2/13/2023.

The U.S. Department of Homeland Security (DHS), Federal Protective Service (FPS) has a requirement for a contractor to purchase and install internet protocol (IP) Video Intercom Systems with new IP video intercom in accordance with the Statement of Work. In addition to the system and intercoms, this requirement will also need the following: network switches, a rack, and all appurtenances needed for a fully function IP video intercom system. Facilities are located at Block 300 Child Care at 333 SW 1st Avenue Portland, Oregon 97204 and 911 Federal Building 911 NE 11th Avenue Portland, OR 97232.

This acquisition is being solicited as a 100% small business set aside. Services shall be provided via a firm-fixed price contract. The North American Industry Classification System (NAICS) code is 561621 and the size standard is $22 million. The source selection process for this acquisition is best value. The submission requirements and evaluation criteria will be defined in the Request for Quotation (RFQ). The Period of Performance for the installation is no later than 90 business days after the receipt of the Notice to Proceed. The contractor is required to register with the System for Award Management (SAM) at https://www.sam.gov. No contract award shall be made to any contractor that does not have an active registration in SAM.
