Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement is a combined synopsis/solicitation. Therefore, it constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued.





This requirement will be Full and Open Competition. The NAICS code is 339112.





Solicitation No. 75H71323Q00054 has been issued as a Request for Quotation for a firm fixed price commercial items for Service Contract for monthly Pharmaceutical Automated Dispensing and Controlled Substance Security System Equipment Rental and Support Service with opportunity to exercise Base Year Plus Option Year. The Period of Performance will be:




  • Base Year: Date of Award – December 31, 2023

  • Option Year 1: January 1, 2024 – December 31, 2024

  • Option Year 2: January 1, 2025 – December 31, 2025

  • Option Year 3: January 1, 2026 – December 31, 2026

  • Option Year 4: January 1, 2027 – December 31, 2027

(a) Definitions. As used in this clause –



Payment request means a bill, voucher, invoice, or request for contract financing payment with associated supporting documentation. The payment request must comply with the requirements identified in FAR 32.905(b), “Content of Invoices” and the applicable Payment clause included in this contract.





(b)Except as provided in paragraph (c) of this clause, the Contractor shall submit payment requests electronically using the Department of Treasury Invoice Processing Platform (IPP) or successor system. Information regarding IPP, including IPP Customer Support contact information, is available at www.ipp.gov or any successor site.





(c)The Contractor may submit payment requests using other than IPP only when the Contracting Officer authorizes alternate procedures in writing in accordance with HHS procedures.





(d)If alternate payment procedures are authorized, the Contractor shall include a copy of the Contracting Officer’s written authorization with each payment request.





The Contractor is required to submit invoices in accordance with FAR Clause 52.212-4(g) uploading into www.ipp.gov.

QUOTATION INSTRUCTIONS:





FORMAT AND CONTECT OF NON-PRICE SECTION. The non-price section shall be organized by evaluation factor and sequenced in the below order. The respondent shall address the following factors in sufficient narrative and qualitative detail to be evaluated.





EVALUATION FACTORS: This procurement is being conducted under FAR Part 13 Simplified Acquisition Procedures. The Government reserves the right to issue a firm-fixed price single award to the contractor whose quote represents the best value as defined by FAR 2.101. In determining best value, the following evaluation factors will be considered in accordance with provision 52.212-2 Evaluation – Commercial Products and Services (Nov 2021):
