Combined Synopsis/Solicitation (Best Value)



The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations/Marine Operations Center – Pacific requires replacement Hose-McCann Public Address/General Alarm System parts and components for the NOAA ship Okeanos Explorer.



This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.



(ii) Solicitation number NM-AN2120-23-00358 is issued as a firm, fixed-price, commercial request for quotation (RFQ).



(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-08.



(iv) The NAICS code for this acquisition is 334290, Other Communications Equipment Manufacturing. This is an open-market solicitation set aside exclusively for small businesses (

(v) Line items are as follows:



CLIN 0001: Provide the Hose-McCann parts and components as listed in Statement of Need



(vi) Description of requirements for the items to be acquired: The NOAA ship Okeanos Explorer requires replacement parts and components for the vessel’s Hose-McCann Public Address and general alarm system.



See Statement of Need for specific listing of parts/components and quantities.



(vii) Vendors will need to be authorized to sell or distribute Hose-McCann products, including Public Address and General Alarm Systems and replacement parts for same.

(xv) Offers are due 26-Dec-2022 at 1600 hours PST. Offers can be submitted via email to: jason.jenks@noaa.gov. The government does not accept responsibility for non-receipt of quotes. It is the contractor’s responsibility to request and receive confirmation of receipt of quotes. Potential offerors will need to ensure they are registered and current in System for Award Management at the time of quote submission. Offerors will also need to ensure their SAM registration accurately reflects their business size. Submitted offers will need to be complete and meet all evaluation criteria as listed under 52.212-2 in the Solicitation Terms and Conditions. Incomplete offers do not warrant consideration.



Quotes will need to be submitted on company letterhead, with the following information:
